Poverty has been an important factor affecting China's economic development and social stability.Since the reform and opening up,China's poverty alleviation has obtained great achievement,but the previous object for poverty alleviation is already in poor family is given priority to,this way of poverty alleviation can't help to families who hovered above the poverty line,these families are more likely to fall into poverty.In order to achieve the goal of building a moderately prosperous society in an all-round way and by 2020 to lift all rural poor people out of poverty,China must include poverty in its implementation of poverty alleviation policies.Poverty vulnerability often refers to the probability that a family will fall into poverty in the future,linking it with anti-poverty policies to better solve China's poverty problem.Based on the CHNS China health and nutrition survey data,according to different poverty standards,the first use of measuring poverty indicators respectively on China's urban and rural poverty measure,and analyzes the current situation of the poverty of our country.Secondly,the methods of measuring the vulnerability of poverty are introduced,and the improved poverty vulnerability measurement method is used to analyze the poverty vulnerability of urban and rural areas in China.By using the improved formula of poverty vulnerability,a more accurate calculation of the vulnerability of poor families,the analysis of the dynamic changes of poverty vulnerability in our country,and the vulnerability and poverty together to analyze its change condition;Finally respectively using panel data regression model to our country urban and rural poverty vulnerability factors are analyzed,and the influence of anti-poverty policy for the government to provide a more solid theoretical basis.The conclusions of the study are as follows:(1)through the calculation of the poverty index FGT,the results show that urban poverty in China has improved in recent years,while rural poverty has deteriorated.(2)the calculated results of vulnerability indicate that in the absolute poverty line,the poverty vulnerability of urban and rural areas is decreasing.Whether in low or high poverty poverty line,the vulnerability of each year are higher than the rural areas to the cities and high vulnerability to poverty line urban poverty declines and rural phase,low above the poverty line of urban vulnerability declines;However,in the relative poverty line,the vulnerability of urban and rural areas has generally increased.Poor families are not necessarily fragile,fragile families are not necessarily poor,and they are designed to make anti-poverty policies based on specific poverty and vulnerable types.(3)in the study of vulnerability factors and found that no matter which kind of poverty line,in the urban family heads the highest level of education for junior high school and vocational and technical colleges and universities and college graduate or above,electrical appliances and per capita income and poverty vulnerability is significantly negative correlation,and the head of the household is significantly positively related to age;Householder highest education level of rural households(with the exception of vocational and technical colleges and schools and junior college and above),the proportions of the medical insurance,labor,transportation,agricultural equipment,and per capita income of logarithm and fragility is significantly negative correlation,and is significantly positively related to family size.In view of the above research conclusion,it is suggested that the implementation of the development policy for poverty alleviation,to enhance investment in education,to improve the family in the city of the highest level of education,while in rural areas will continue to improve the nine-year compulsory education and high school education;Provide preferential policies for rural households to purchase transportation and agricultural instruments;Increase coverage of medicare and medicaid.
