Poverty is an important economic problems of the world and has been widespreadconcerned in the community. However, traditional poverty researches are focused on thecurrent situation. It does not take into account the family whose standard of living is abovethe poverty line in the current, but probably fall into poverty in the future. The World Bankproposed the concept of vulnerability to poverty in2001, and this concept just make up theloophole of traditional poverty research. Vulnerability is a poor indicator of occurrenceprobabilities of poverty in the future. In fact, poverty is a dynamic process. Poverty in thecurrent is not equal to the poverty in the future. The family which is not poor may be poor dueto the impact of certain risks. From this, vulnerability is a forward-looking indicator, and itreflects the situation of a family’s future wealth. Preventive measure is far better than remedy.From this point of view, researches of the vulnerability has a very important significance onpoverty alleviation work in the future.There are many factors which may lead a family fall into poverty. Health risks can besaid that every household may face. The impact of health risks may not only reduce theincome-generating capacity of the family, it may bring additional costs to families. In thisdouble blow, it can lead a family that is not poor fall into poverty very easily. There are fewstudy of the relationship between health risk and income, and there are no researcher hasdiscussed the impact of the health risks of poverty vulnerability. In view of this, we focus onthe vulnerability of the poor health of farmers, and make policy recommendations based onthe analysis results. In this paper, both domestic and foreign research was summarized, andpresents the study of the theoretical basis. Then, select the appropriate method of empiricalresearch of this article. After calculating the vulnerability of poor households, analyze thevulnerability and do the regression analysis. Finally, we got the influence of various factors tothe vulnerability of famers, including the health risk factors.The main conclusions are as follows: First, official poverty line in our country is too low compared to international standards, it’s not very reasonable. In the identification andselection of poverty target, we should use reasonable way to determine the poverty line.Second, a family which is not poor may fall into the poverty in the future. Correctly identifyvulnerable households is an important part of the future work of poverty alleviation. Third,the vulnerability is produce by resource endowments and the impact of risk. The impact ofrisk has a greater impact on the vulnerability. To guard against the impact of risk is aneffective means of avoiding poverty. Fourth, the health risk has a significant effect onvulnerability. We can reduce the impact of the vulnerability of health risk by improvinghealth conditions and the health care system, so as to achieve the purpose of povertyalleviation.
