Research On The Joint Development Of "Port Industry City" In Maoming

As an important infrastructure and strategic resource,the port is a joint between the land and sea,as well as home and abroad.It is an important window of the export-oriented economy,it provides supporting for the development of national economy and foreign trade.As seen the coastal cities both at home and abroad,ports are playing a unique role in industry and economy.After analysising the development of coastal developed cities,the port has a higher level of development,the industry is relatively developed.Port,industry and city,formed a close contact on development.The theoretical study shows that port,industry and city,each as an independent part of system,but the interior has a large correlation,which belongs to the subsystem of a larger region,by some internal mechanism.It can produce the mutual influence and interaction.Therefore,the future study on the relationship between the port cities has important theoretical significance.Known as "Southern oil-city",Maoming is a petrochemical industry city,and it’s also a coastal city with excellent coastline.However,it takes 30 years for building this port even with so much better conditions.The industry around this port can’t get rid of weak,scattered,weak situation,so it just belongs to small and medium-sized port sequence.Here,port,industry and city may be as an independent part in system.Just because the fragment of the three part,the port city is more in name than in reality.Under the background of every country snatch the marine economic development and China comprehensively promote the construction of marine economic power,Maoming City Committee and Government decided the direction of economic and social strategy accurately intending to focus on the development as a port city.It is a platform for the construction of Guangdong Binhai New Area,the full implementation of the construction of deep-water port,as a modern industry,making the coastal town for the three-in-one Binhai Development Strategy,realizing the port improvement,industrial upgrading and transformation of the city’s grand goal.In fact,it also includes the reorientation and strategic considering of Maoming port,industry and city development.The author,as a planner,constructor and management of Maoming port,has witnessed the changes and development of this port,and has profound experience and reflection on the new round of development in Maoming.The selection strategy of Maoming "port industry city" development is a research topic,the purpose is to seekeffective ways for the transformation and upgrading of the port,to provide theoretical support for the current construction of Maoming port,to promote Maoming port industry construction of Maoming Binhai power.This article absorbs the theoretical results on the relationship between port industry and city,the theoretical circles at home and abroad,discusses the "port industry city" and the basic characteristics of the internal structure of the mechanism,a careful analysis from domestic and foreign advanced experience of the port city,by listing a large number of data,and further related port field investigation,through the detailed data analysis and comparison of relevant conclusions to support research results.The research not only collects authoritative information,but also pays attention to visiting,discussion and on-the-spot investigation.It is based on real,comprehensive and systematic research results.On the background of the current development of Maoming City,this paper analyzes the present situation of Maoming port,industry and city.Based on the internal mechanism of joint development of Maoming City,this paper analyzes the necessity and feasibility of promoting the "port industry city" joint development of Maoming City,and systematically puts forward the strategy and path of "port industry city" joint development.This article points out that Maoming is a coastal city with richly endowed by nature harbor shoreline resources,but the development of the port of software and hardware falls behind other ports with the same conditions which become the largest short board to implement the strategy of restricting Maoming "port industry city" joint development.It is very urgent to seize the current coastal development strategy opportunities and accelerate the joint development strategy of "port industry city".The article supports that the current measures from the national and provincial level provide a good policy environment for the joint development.The establishment of Maoming Binhai New Area provides a better platform and the starting point and the current advantages of the industry of Maoming City provides a good industrial base for the joint development.The adequate city planning land for the port industry and city development has been fully guaranteed.In this paper,the view that promoting the joint development strategy of "port industry city" is a systematic project.It is necessary to pay attention to enhance the three sub-systems of their respective levels of development,but also focus on the joint between the three,so that each sub-system development has become a contributing factor to the development of other subsystems.For MaomingCity,the first job is planning positioning,improving the infrastructure conditions,optimizing the development environment,gathering more high-quality resources,promoting the implementation of the joint development strategy of "port industry city".The results of this study suggests that three strategies and ways can be used to promote the implementation of the joint development strategy of "port industry city" : First,we must improve the comprehensive system of deep water ports,comprehensively promote the transformation and upgrading of ports,and enhance the service industry and city support capacity of ports;Second,to develop port logistics elements,strengthen the port industrial clusters,construct coastal industrial economic zone;Third,to improve the basic functions of port-based cities,and promote the deep "Port City" integration,to create a new coastal city。This paper emphasizes that,if we insist on the concept of "innovation,coordination,green,open and shared",through the implementation of "planning lead,top design","green development,innovation drive","highlight the advantages,"Strengthen the organization,dynamic coordination" and other security mechanisms,the joint development strategy of "port industry city" of Maoming City is bound to create a new stage of history,the great goal of Maoming City will be able to achieve.
