Research On Incentive Mechanism Of Agricultural Technology

The issue of "agriculture,rural areas and farmers" has been the focus of attention of the Central Government since 2004,and the document No.1 of the Central Government has placed this issue as the primary solution for 14 consecutive years.Recently,the relevant contents of the 19 th CPC National Congress have pointed out the direction for the future development of agricultural technology promotion as well as increased confidence and motivation for agricultural extension workers and rural workers.To achieve agricultural development must take the agricultural science and technology as a guideline to promote the transformation of the mode of agricultural development so as to promote the transformation and upgrading of the agricultural industry,improve the quality and efficiency,and save costs.In order to speed up the implementation of this goal,we must rely on the solid foundation of agricultural technology extension system and improve and establish the current incentive mechanism for agricultural technology promotion in our country to provide better protection for the future development of China's agricultural policy.Based on the investigation of the status quo of agricultural technology promotion incentive mechanism in Taizhou City of Jiangsu Province,this paper summarizes the existing problems of agricultural technology promotion incentive mechanism in Taizhou City and analyzes the causes of the problems.The results show that there exists a system of assessment and appraisal of agricultural technology extension staff Imperfect salary,unreasonable salary,narrow space for promotion,lack of positive and effective incentive measures,uneven staff quality and so on.In the aspect of rural employees,the intervention of policy measures related to land contract management is too frequent,the rural credit institutions have a single,Agricultural insurance on low agricultural production protection,preferential tax policies,personnel quality is low and other issues.In view of the current situation of the agricultural technology promotion incentive mechanism in Taizhou,Jiangsu Province,Improve the salary of agricultural extension workers,solve the impact of poor working environment on the work of agricultural extension workers,and at the same time improve the rural land contractual management incentive mechanism,strengthen the construction of rural credit operation mechanism,improve the legal system of agricultural insurance,and improve the agricultural tax law Operating mechanism construction.Provide reference for the construction and development of agricultural technology promotion incentive mechanism in other agricultural areas in our country,and have certain reference value.
