The Study Of Socialized Service Behavior In Rice Drying Processing Of Scale-farmers In Zhejiang Province

Since 21 st Century,both the 14 consecutive No.1 documents as well as the 19 th CPC National Congress report put forward clear requirements about "perfect the agricultural social service system".National attentions over the documents show that agricultural social service plays an increasingly important role in promoting the development of new agricultural modernization and improving agricultural scale operation process.In recent years,with the accelerating process of agricultural marketization,agricultural social service plays a vital role in improving the efficiency of agricultural production and alleviating the shortage of agricultural labor force.Rice drying service acts as an new emerging forces in food production socialization service,plays an important role in ensuring food quality and resisting the damage of natural disasters.Its first appearance in the No.1 document in 2015 indicates that the grain drying service comes into a new development era.Zhejiang Province is considered as the developed province which only has grain supplied by 1/3,always attaching great importance to the safety of grain production.In the social service development,it also runs in the forefront of the country in the drying process of grain production.In this paper,we use field investigation and take Longyou County,Haiyan County and Dongyang County in Zhejiang province as examples,analyzes scale-farmers' behavior and influential factors of their acceptance of socialized service during drying link,in order to promote further improvements of the socialized service system of grain production.Based on the study of domestic and foreign agricultural social service and the related literature about grain drying service,transaction cost theory,scale economy theory and farmer behavior theory,this paper briefly introduces the development process,achievements and problems of agricultural socialized service in Zhejiang Province.Through field research and questionnaire interview,we select Haiyan County,Longyou County and Dongyang county as three pilot counties to collect information.At last,on the acceptance of socialized service behavior and main influential factors during drying link,we select farmers' household information,family characteristics,rice production characteristics and security features of the external environment and other factors as variables,analyzes the overall situation in drying link in Zhejiang province by using descriptive statistical analysis and the Logistic econometric empirical analysis model.The results show that the acceptance rate of socialized service in drying link is not very high.In all factors,the rice production area,numbers of the business drying machines that family owned,drying service price,government subsidies have a significant influence on the farmers' behavior.Finally,according to the research conclusion,the corresponding policy recommendations are put forward from 5 aspects: promoting moderate scale operation,standardizing service price system,improving policy guarantee,cultivating drying service main body,and encouraging government to purchase drying service.
