At present,our country’s grain reserves have entered the market development in the new period.The important goals for the development of grain reserve market are deepening the market-oriented reform of grain reserves,improv ing the National Grain Reserve efficiency,as well as reducing the waste of resources.Since the Green Revolution in the middle of 1960 s,India has achieved the rapid development of agriculture,as well as grain reserves.India have a higher degree of marketization of Grain Reserve,with the characteristics of diversification,reserves and the acquisition of the main storage facilities privatization.The formation mechanism and operation mechanism of the grain reserve market in India are different,which has a great effect on the development of China’s Grain Reserve market.By comparing the operation mechanism of grain reserve market in India,this paper has discussed the effective management countermeasures of grain reserve market.On the basis of the development of India’s grain reserve market,this paper has put forward some suggestions to improve the market-oriented development of grain reserve management in China.And on the basis of externality theory and public product theory in public economics,this paper studies the process of grain reserve market in India and China.China’s grain reserve market system is not perfect,and the marketization degree of grain reserves has not reached the level of developed countries.Grain reserve marketing is facing a series of problems,such as not standardized grain reserve system,not perfect access mechanism of grain reserve market,not perfect construction of storage facilities and storage system and so on.In view of these problems,this paper puts forward the reasonable planning reserve scale and rotation way,intends to give grain st orage enterprises more autonomous management power,establish multi-level food reserve marketing system,increase the marketing of storage facilities,and the government intervention to make up the food reserve for preventing market failure.These suggesti ons will improve the development path of grain reserve marketing in China. |
