The human resource management system has been promoted by the attention of talents,and the high quality and efficient human resource management is the necessary condition for enterprises to gain competitive advantage.With the continuous improvement of the system of modern enterprise management,enterprise human resources management more and more attention to the development of the core competence of the staff and use,and employee advantage and ability and organizational goal,enterprise strategy,promote the formation of competitive advantage from the perspective of human factors.In this context,the study of competency began to rise,and the human resources management and enterprise strategy link up.The concept of competency originated in the 50s of last century,and Mc Clelland published the book "measurement of competency rather than intelligence".It began to be widely used in the human resource management system in 90s.Enterprises can build competency model and apply it to talent recruitment,internal selection,performance appraisal,employee career planning,enterprise strategy formulation and so on.At present,many large multinational enterprises such as WAL-MART,Google,Haier and other aspects of the application of competency achieved good results.Small and medium-sized enterprises in China's economic development the most active participants,China is the main force of economic development,the increase in GDP,increase tax revenue and jobs have an irreplaceable role.But in recent years due to rising land,labor costs,small and medium-sized enterprises profit margins continue to be compressed,the deterioration of the competitive environment highlights the economic base of small and medium-sized enterprises is weak,the low level of institutionalization,the management efficiency is not high.After 2010,China's economic growth began to decline,the investment engine began to decelerate,the economic structure needed to be adjusted urgently,changing the mode of economic growth,cultivating new economic power.The traditional labor and capital intensive industries usher in a severe winter,and factor inputs pay more attention to talents and knowledge.Under such a background,the competition of enterprises changes into the competition for the quality of talents.In 2015,the state put forward the "supply side structural reform",carrying out capacity release and inventory clearing at the supply side.In the process of reform,it is inevitable that the survival pressure of small and medium-sized enterprises is grim.In the face of national economy has entered a new norm,adjust the industrial structure,the new changes in the supply side reform,small and medium-sized enterprises need to develop appropriate development strategy and create a unique competitive advantage,the enterprise management situation,formulate appropriate development strategy,the coordination of various resources,fast and effective to achieve the goal.Therefore,excellent management and team is China's small and medium-sized enterprises breakthrough survival predicament,one of the important conditions to achieve a breakthrough development,research elements has also become one of the topics very practical significance in the competence of managers.
