The Small and medium-sized enterprises are the most active subjects in the market economy.Under the new situation of rapid development of globalization,information technology and artificial intelligence,they are facing very fierce competition pressure.As the person in charge of the enterprise,the senior managers of small and medium-sized enterprises play a decisive role in the survival and development of the enterprise,so improving the quality of the senior managers of small and medium-sized enterprises has become an urgent problem for the majority of small and medium-sized enterprises to solve.This paper selects small and medium-sized enterprises in Renqiu City of Hebei Province as the research object,studies and establishes the competency model of top managers of small and medium-sized enterprises in Renqiu City,and on this basis,analyzes the training needs and constructs the training system.The concept of "competency" was put forward by David McClelland,an American psychologist,in 1973.Competency model is a collection of a series of competency factors related to high performance required by some jobs in an enterprise organization.The introduction of the concept of competency model into the training demand analysis can make the training demand more targeted and the training work more targeted.The research tries to help solve the problems such as the low ability,the aging knowledge and the outdated concept of the top managers of small and medium-sized enterprises in Renqiu at this stage,so as to maintain the sustainable competitiveness and vitality of the large and medium-sized enterprises in Renqiu.The theory of competency model plays an important role in the recruitment,performance appraisal,salary and training of human resources.However,this study believes that for the top managers of small and medium-sized enterprises,many of them are the founders and owners of the enterprise,so the significance of competency model for recruitment,performance and salary is not very great.However,through training and development on the basis of competency model,it can empower the top managers of small and medium-sized enterprises and bring great benefits to enterprises.Through the research,the following three conclusions are obtained:(1)The competency model of top managers in Renqiu small and medium-sized enterprises includes five dimensions:moral character,personality,management ability,executive ability and business level.According to the"onion model of competency quality",competency content forms a structure surrounded by inside and outside,the core content is moral quality,and then it is expanded to personality characteristics,management ability,execution ability and business level.(2)According to the content of the competency model of the top managers of small and medium-sized enterprises in Renqiu City,the following three levels of training modules can be designed:the outermost explicit quality module,the middle endogenous quality module,and the innermost core quality module.At the same time,three corresponding training course modules can be designed.(3)On the basis of competency model,the training system for top managers of small and medium-sized enterprises in Renqiu City is established.Only by designing the training content,training level and training arrangement,can the training quality be guaranteed,the ability of top managers of small and medium-sized enterprises be improved and the healthy development of small and medium-sized enterprises in Renqiu City be promoted.Based on the research on the top managers of small and medium-sized enterprises in Renqiu City,this paper attempts to establish a more representative competency model of top managers,which is more in line with the characteristics of small and medium-sized enterprises,and make some supplement to the research in this field.
