The Problems Of Farmers' Professional Cooperatives In Precision Poverty Alleviation

Eradicating poverty,improving people's livelihood and realizing common prosperity are essential requirements of socialism.The implementation of precision poverty alleviation is to further promote poverty alleviation,so that poor farmers from poverty as soon as possible to share the needs of national economic development results.The extensive mobilization of the whole society to participate in the development of poverty alleviation is a successful experience of precision poverty alleviation in China and It is an important feature of the road of poverty alleviation with Chinese characteristics.Some non-profit organizations participate in the poverty alleviation,and have achieved certain poverty alleviation results.Based on the random visit and investigation of 23 farmers' specialized cooperatives in17 villages in Hebei province,and the sorting and analysis of cases,according to the different modes of initiation,the types of farmers' professional cooperatives in precision poverty alleviation are divided into two kinds,endogenous type and exogenous type.On this basis,the paper sums up and analyzes the present situation and the poverty alleviation effect of the farmer specialized cooperatives in the precision poverty alleviation.It is found that there are some problems in the participation of different types of farmer cooperatives in precision poverty alleviation: from the point of view of common problems,farmer cooperatives have not enough poverty benefit in precision poverty alleviation,and the mechanism of poverty alleviation and sustainable development is not perfect.In addition,the poor supervision and control of poverty-alleviation funds and other issues seriously restricts and weakens the effectiveness of farmers' professional cooperatives.From the point of view of individuality,the endogenous farmers' specialized cooperatives can stimulate the farmers' endogenous power while helping the poor farmers to get out of poverty.But its development resources are insufficient,the management organization is not perfect,has restricted the poverty alleviation effect,although the outside farmer specialized cooperation has more poverty alleviation resources,but "the empty shell" phenomenon and the excessive dependence support question,Weaken the effect of poverty alleviation.To solve the above problems,this paper puts forward countermeasures and suggestions from the following aspects: establishing the important position of poverty alleviation forfarmers' professional cooperatives,strengthening the participation of farmers' professional cooperatives in precision poverty alleviation and building an external environment conducive to the professional poverty alleviation of farmers participating in cooperatives.This paper makes clear the important strategic position of the farmer specialized cooperatives to reduce poverty accurately,to strengthen the innovation and reform of farmers' professional cooperatives in precision poverty alleviation,relying on farmers' professional cooperatives to promote the independent operation and common management of poor farmers' mutual benefit,help the poor peasant households to set up the confidence of poverty alleviation,stimulate their own development impetus,and assist them in poverty alleviation.Meanwhile,in order to achieving the goal of poverty alleviation truly and helping the real poverty,the paper makes use of the sustainable development of the Farmer specialized cooperatives,promotes the poor peasant households to get rich continuously.
