Analysis On The Poverty Reduction Effect Of Forestry Fiscal Investment

The report clearly put forward to the party's 19 in 2020 rural poverty population out of poverty,poor counties all removable cap,solve the regional poverty as a whole.As the foundation and pillar of national governance,finance plays an increasingly important role in economic construction and poverty alleviation.Most of the poverty-stricken areas in China are concentrated in mountainous areas,mainly due to the difficulty of transportation,the difficulty of development and the relative backwardness of economic development.Mountain forestry resources are abundant,but as a special industry,forestry construction cycle is long,the short term is not obvious,needs fixed continued support of financial capital,how to make use of local resources advantage and policy advantage mountain help people out of poverty,is a focus of our research.This article studies the effects of forestry fiscal expenditure on poverty reduction in the 23 poverty-stricken areas of poverty alleviation in anhui province.The passage first elaborates the poverty situation in anhui province and the overall situation of forestry financial input in anhui province.Statistical yearbook from 2011 to 2015 in anhui province and forestry statistical yearbook,collecting and organizing data from 23 national and provincial counties in anhui province,by building an empirical model,from the poverty reduction and the improvement of living standards of rural residents consider two dimensions,select poverty rate and per capita net income of rural residents as the dependent variable,respectively study the forestry fiscal expenditure impact on poverty rate and per capita net income of rural residents.The conclusions of this paper mainly include the following aspects:First,there is a negative correlation between the financial expenditure of forestry and the incidence of poverty.As the government invests more in forestry,the incidence of poverty is smaller.It shows that the government's financial support for forestry has certain influence on poverty reduction.Second,the fiscal expenditure of forestry is positively correlated with the per capita net income of rural residents.With the increase of forestry expenditure,the per capita net income of rural residents has been improved correspondingly.It shows that the government's financial input to forestry can improve the per capita net income of rural residents,so as to achieve the effect of poverty reduction.Third,has a significant impact on poverty reduction of investment in fixed assets,fixed assets investment,the more the better the effect of poverty reduction,and no significant effect of education spending in poverty reduction,may lag education spending,role in poverty reduction is not.Finally based on the analysis the current situation of the third chapter and fourth chapter of empirical analysis,analyses the restricting factors of forestry financial input in anhui province,and puts forward policy Suggestions to solve these problems,mainly from two aspects of industrialization of forestry fiscal investment and poverty alleviation,to promote poverty reduction work in anhui province.
