Since the reform and opening up,China has set poverty eradication and common prosperity as its national strategic goals,and concentrated its efforts on rural poverty reduction.The degree of rural poverty has been further reduced,the number of poor people has been greatly reduced,and the incidence of poverty has dropped significantly.Many effective poverty alleviation models have also been formed.As an important mode of developmentoriented poverty alleviation in China’s rural areas,technological poverty alleviation has effectively promoted the development of modern industries in poverty-stricken areas,the progress of agricultural science and technology,and the reduction of poverty and increased income of farmers.There is a lack of scientific and technological support platforms,sustainable poverty alleviation results are insufficient,and long-term poverty alleviation mechanisms are lagging behind.Therefore,how to use science and technology to establish a long-term industrial development support mechanism,continuously consolidate the foundation of rural industrial development through scientific and technological assistance,enhance the quality of rural economic development,improve the self-development ability of poverty-stricken farmers,and ultimately enable farmers in poverty-stricken areas to rely on regional characteristic industries to achieve stable development Poverty alleviation and continuous income increase have become the focus and difficulty of rural poverty governance in the era of poverty alleviation after rural revitalization.Northwest Agriculture and Forestry University,in conjunction with local governments,scientific research institutes,enterprises and other diverse entities,has long-term explored and formed an industrial demonstration technology poverty alleviation model based on industrial demonstration stations(bases),and has achieved agricultural technology services for 56 poor counties in Shaanxi Province.It has full coverage and has been hailed as a "new model of poverty alleviation by science and technology" by the Ministry of Science and Technology and Shaanxi Province.Then,what are the operating mechanisms and characteristics of the industrial demonstration technology poverty alleviation model? What is the poverty reduction effect of this model on poverty in different dimensions? How to build a long-term mechanism for the sustainable operation of this model? Can this model become a general path for technology-based poverty alleviation that can be replicated and promoted? It is necessary to analyze,interpret and evaluate the operation mode,poverty reduction mechanism and poverty reduction effect of the industrial demonstration technology poverty alleviation model from the theoretical level,and propose a long-term mechanism for the sustainable operation of science and technology poverty alleviation,in order to build a scientific and technological support policy for the prosperity of rural industries.The system provides theoretical inspiration and practical reference.Starting from the realistic background of the low efficiency of scientific and technological poverty alleviation and the lag in the construction of long-term mechanism of poverty alleviation,this study summarizes and organizes relevant research results at home and abroad,based on the theory of participatory development,the theory of technological innovation diffusion,and the theory of human capital.and other multi-dimensional theoretical systems,discussed and explained the operation mechanism of the industrial demonstration technology poverty alleviation model and its inherent poverty reduction mechanism,using 821micro-survey data of farmers in three poverty-stricken counties of Heyang County,Qingjian County and Shanyang County in Shaanxi Province.A variety of econometric models and typical case analysis methods have empirically tested the poverty reduction effects of the industrial demonstration technology poverty alleviation model on farmers’ income poverty,ability poverty and endogenous power poverty,and finally put forward the sustainable operation of the industrial demonstration technology poverty alleviation model.mechanism and improvement path.The main conclusions of this study are as follows:(1)Industrial Demonstration Technology Poverty Alleviation Model Through the collaborative construction of agricultural industry demonstration platforms,the whole industry chain provides agricultural technology services,and the industrial demonstration platform supports the construction of a new channel for science and technology to enter villages and households and integrate “online + offline” Provide agricultural science and technology information services to form an operating mechanism,relying on agricultural science and technology industry demonstration,agricultural science and technology training guidance,agricultural science and technology information services and agricultural science and technology organization to drive the organization and implementation of four poverty alleviation methods.The main features are market-oriented and efficient operation,and technology services for the entire industry chain.(2)From the overall survey area,510 of the 821 sample farmers participated in industrial demonstration technology poverty alleviation activities,accounting for 62.12% of the total sample,and the participation rate of farmers in technology poverty alleviation was relatively high.From the perspective of sub-regions,the participation rates of farmers in Heyang County,Qingjian County and Shanyang County are 77.64%,27.42% and 73.74% respectively.Qingjian County,which has a relatively high incidence of poverty,has a lower participation rate.(3)Through empirical analysis of the poverty reduction effect of the industrial demonstration technology poverty alleviation model from the perspective of income increase.The OLS model and the Logit model are used to empirically test the impact of farmers’ participation in industrial demonstration technology poverty alleviation mode on family agricultural income and poverty incidence.The family agricultural income has been significantly increased by 33.85%,and at the same time,it has also had a significant impact on reducing the incidence of family poverty.However,the poverty reduction effect of different scientific and technological poverty alleviation methods is different,and the poverty reduction effect of agricultural science and technology training and guidance is the largest.(4)Through empirical analysis,the poverty reduction effect of the industrial demonstration technology poverty alleviation model from the perspective of technology adoption.The PSM model is used to empirically test the impact of farmers’ participation in the industrial demonstration technology poverty alleviation model on household technology adoption.The results show that the industrial demonstration technology poverty alleviation model increases the technology adoption of participating farmers and non-participating farmers by 0.860 items and 0.969 items,respectively.The adoption promotion effect can alleviate the ability poverty faced by farmers in the development of modern agriculture;the heterogeneity analysis found that the three technology poverty alleviation methods,agricultural science and technology training guidance,agricultural science and technology industry demonstration and agricultural science and technology information services,all have significant technology adoption promotion effects.,and the organization of agricultural science and technology has not produced a significant technology adoption effect.At the same time,compared with farmers on small-scale farmland,farmers on large-scale farmland can obtain a greater effect of promoting technology adoption,and there is a significant “elite capture” in the poverty reduction effect of science and technology.(5)Through the empirical analysis of the poverty reduction effect of the industrial demonstration technology poverty alleviation model from the perspective of endogenous power.The moderated mediation effect model is used to empirically test the influence of resource supply of industrial demonstration technology model on farmers’ perceived performance of technology poverty reduction.The results show that: by optimizing the matching,diversity and availability characteristics of resource supply of industry demonstration technology poverty reduction model,It can significantly improve the perceived performance of endogenous impetus in poverty reduction of farmers in poor areas,but the coverage characteristics do not have a significant poverty reduction effect.At the same time,the subject image of science and technology poverty alleviation plays a 32.18% partial mediating effect on the relationship between the characteristics of poverty alleviation resource supply and farmers’ perceived performance in poverty reduction,and the influence mechanism of farmers’ institutional trust on their perceived performance in poverty reduction has a significant positive moderating effect.(6)Analyze the long-term mechanism and improvement path of the industrial demonstration technology poverty alleviation model through typical cases.Based on the science and technology poverty alleviation practice in Heyang County,Shaanxi Province,a long-term mechanism to ensure the sustainable operation of the industrial demonstration technology poverty alleviation model has been constructed from the aspects of the lasting support of the technology platform,the multi-subject collaborative governance,the sustainable operation of marketization and the improvement of endogenous development capabilities.And from the aspects of accurately selecting poverty alleviation industries based on resource endowments,building a multi-dimensional science and technology poverty alleviation system,enhancing endogenous power with wisdom and ambition,and promoting the organic link between small farmers and modern agriculture,etc.,put forward the implementation path to enhance the effectiveness of science and technology poverty alleviation.Finally,this study aims to innovate the implementation methods of poverty alleviation through science and technology,expand the channels for participation of poor farmers,improve the policy support system for poverty alleviation through science and technology,promote the release of the effect of science and technology poverty alleviation,strengthen the multi-coordinated governance of poverty alleviation through science and technology,give play to the agglomeration effect of poverty alleviation resources,and improve the marketization mechanism of poverty alleviation through science and technology,and improve the efficiency of rural poverty alleviation and development,and put forward policy recommendations.
