| "The country is based on the people,the people are based on food,food is based on safety,and safety is based on quality".Henan Province,as one of the thirteen major grainproducing regions in China,has the important responsibility of achieving stable growth in grain production and ensuring national food security,which is the basis for China’s economic development and social stability.Since 2004,the central government has implemented a series of policy measures including direct grain subsidies,comprehensive direct agricultural subsidies for good seeds and subsidies for the purchase of agricultural machinery,and has been increasing the subsidies year by year,with the aim of safeguarding the interests of grain farmers and continuously increasing the incentive of farmers to grow grain.So,what is the difference in the promotion effect of grain subsidies in Henan Province compared to the impact of other factors on farmers’ grain growing efficiency? What is the overall level of development of farmers’ motivation to grow grain in Henan Province? And to what extent do grain subsidies have an impact on the level of motivation of farmers? Especially in the current severe situation of world food security and the transition period when China is shifting from grain production development to high-quality development,it is of great academic research value and practical significance to take grain subsidy policy as the object of research and evaluation,objectively evaluate the implementation effect of grain subsidy policy and put forward countermeasures and suggestions to further improve the grain subsidy policy system.Based on the theory of farmer behaviour,this study draws on relevant research results at home and abroad to construct a theoretical model of farmers’ production behaviour under the influence of grain subsidy policy.Based on the principles of data availability and comprehensiveness of indicators,an evaluation index system involving15 indicators was developed from four aspects,including agricultural economic development,farmers’ planting inputs,agricultural production level and agricultural production environment,to objectively evaluate the development level of farmers’ enthusiasm for grain cultivation in Henan Province,based on which the impact of grain subsidies on farmers’ enthusiasm for grain cultivation was further explored and proposed The paper also proposes policy recommendations for further improving the grain subsidy policy system.The main research content of this paper is as follows:The results of this study show that the impact of grain subsidies in Henan Province on farmers’ output and sown area has increased significantly after the combination of the three subsidies,but still ranks low compared to the use of agricultural machinery,farmers’ income and effective irrigated area.The overall level of farming motivation in Henan Province is gradually increasing,with higher levels in the eastern and southern regions and lower levels in the northern regions.The regression results of the systematic GMM show that grain subsidies have a certain effect on the level of farmers’ motivation to grow grain,but the effect of subsidies is very small compared to agricultural fixed asset inputs and labour inputs.However,the regression results of the threshold effect of grain subsidies on farmers’ motivation to grow grain show a "U" shaped trend,indicating that it is not the case that higher grain subsidies can increase farmers’ motivation to grow grain,but that the government needs to find farmers’ pain points in growing grain,provide precise subsidies,and implement grain subsidies according to local conditions in areas with different levels of motivation to grow grain.The government needs to identify the pain points of farmers in growing food,provide precise subsidies,and implement food subsidies in accordance with local conditions in areas with different levels of motivation. |
