With the development and perfection of market economy mechanism,the national scientific research institutions such as ordnance factory must play their strong scientific research advantages,and the scientific research results and continuous innovation need the support of researchers,so the r&d personnel in the institute is vital,and has become the best resource to cope with the wave of global integration and knowledge economy.Therefore,to think scientific researchers can do better in the work,in the scientific research unit,a scientific,accurate and perfect performance evaluation system is very necessary,can comprehensively evaluate the work of researchers,so that the researchers are affirmed,more confident to participate in scientific research work.In the scientific research unit,we should strengthen the management of human resources,strengthen the construction of talent team,encourage and encourage scientific researchers to develop innovation,create a good environment for the comprehensive development of scientific research personnel,improve the overall quality of scientific research units and realize the Supernormal of scientific research units.The management of scientific research personnel is called for the performance of employees in work,so to be able to do better in work,in scientific research units,a scientific,accurate and perfect performance evaluation system is very necessary to carry out the work evaluation,so that the researchers are more confident to participate in scientific research.Based on this background,and because the author work unit for ordnance factory institute,the performance evaluation of the human resources management of r&d department of ordnance factory institute,select KPI performance evaluation method to update the performance evaluation method of human resources management of the national defense industry institute.Based on this background,this paper studies the research of performance evaluation on establishment of the KPI index system and evaluation model on researchers of ordnance industry institute.Carry on the detailed introduction of theory of performance appraisal system and KPI,and studied the characteristics of the r&d department researchers.Analyzed and summed up the problem about the present situation of r&d department researchers.Selects the performance evaluation method of KPI,and renews the performance evaluation method of human resources management of the national defense industry institute.Establish the KPI performance evaluation index system and evaluation model,and select the r&d personnel of the r&d department as the practical case system and model,and show that the r&d personnel in each level is consistent with everyone.It also shows that the construction KPI performance appraisal system and model are accurate,and suit the performance standards and requirements of r&d department.On the basis of the brief overview of the concept and characteristics of key performance indicators,this paper emphasis on to scientifically build a program content based on key performance indicators of the performance management system,and the problems which need to pay attention to.And finally gives some reasonable suggestions,in order to give some enlightenment to the exploration of these research in performance management of ordnance industry institute.
