Research On The County Financial Reform Of JN District Of Tianjin City Under The Perspective Of Supply-side Reform

2016,the public budget revenue of JN District fell for the first time,the economic development of JN District sounded the alarm.In the face of the pressure of the economic downturn and the continued deterioration of the fiscal income,this dissertation hopes to arouse the enthusiasm of JN District to promote regional economic steady growth with the learning of supply-side structural reform.During the writing,this dissertation refers to the previous literature on the financial reform,and focuses on the statistical analysis the financial operation data of JN District during the five years of 2012-2016.The analysis method such as index statistics,clustering analysis,logical reasoning and comparative analysis was used to analyze the operation data.Based on the analysis,this dissertation designed a more active financial operation mode which drew on the experience of the structural reform of the supply-side –“promoting the stock reform by incremental reform”.The new financial operation mode further divided the type of fiscal expenditure and transfer payment by the adjustment of system structure,and at the same time introduced the concept of the location entropy of county government by tax category to incorporate multiple factors such as the quality of regional economic development,the industrial restructuring,the living level of resident and the incentive of cadres and masses into the new system.It made the new system get better self-consistency and self-regulation ability to resist and adapt to the impact of economic fluctuations.And the new mode will play a significant role in promoting the structural reform of the supply-side in the future.
