A Study On The Application Of PPP Model In The Construction Of High Standard Farmland

The problem of food security is one of the most prominent problems in our country,which has a large population base and a large newly-born population.Vigorously carry out the construction of high standard farmland is an important measure to solve the problem of food security,however,because of the low and middle yield lands total area accounted for a large proportion of the total area of farmland,and the historical arrears of investment into farmland infrastructure,all relying on government financial investment is difficult to accomplish the construction tasks of the high standard farmland,and so further innovation of project management mode and broaden the channels of project financing is necessary,which can help to solve the problem of construction investment and ease the financial pressure.The PPP model is recognized worldwide as a new project financing and construction management mode,and it’s a long-term cooperative relationship established between the public and private sectors,which have the perposes of providing public products and services.The relationship is based upon risk sharing and benefit sharing,and is conducive to give full play to the advantages of each participant.At present,the PPP model is being vigorously promoted in China,and has been widely used in municipal engineering,ecological construction and environmental protection,transportation,health care and other fields,achieving good results.At the same time,the research and practice of the PPP model for rural infrastructure construction have made some progress,but specific to the high standard farmland construction,the relevant research results and the case is almost empty.Based on the domestic and foreign research,this paper has analyzed the relevant theories of PPP model,and introduced the situation of the construction of high standard farmland in China,and the necessity and feasibility of applying PPP model to the construction of high standard farmland.Combining the situation of agricultural and rural development in China,and the situation of land transfer,that is,the operation of high standard farmland,this paper constructs three PPP models which can be applied to the construction of high standard farmland in China,withing strong operability and practical value.At last,the paper puts forward some suggestions on application and promotion of PPP model in the construction of high standard farmland in China from three aspects,which are improving basic work,organizational and personnel protection,as well as improving the mechanism.
