Water is the foundation of the people's life and industrial development,and the construction of major water projects play an important role in ensuring the sustained and stable supply of water.Practice has proved that a large number of water conservancy projects have been set up since the founding of China to effectively regulate the water reserves around the uneven seasonal water supply imbalance,and rotation and industrial development for a series of problems,improving the quality of life of local residents,promoting the economic structure and industrial structure upgrading.Our government attaches great importance to the construction of major water conservancy.In May 2015,the State Council executive meeting to accelerate the deployment of major water-saving and water conservancy projects' construction,172 major water conservancy projects' construction step by step during the 13 th Five-Year into planning.To achieve 80 billion cubic meters of water supply capacity and 26 billion cubic meters of agricultural water saving capacity,and notablely strengthen the construction of the backbone of China's water conservancy network.The construction of major water conservancy projects in the contemporary era,will benefit future generations,and enjoy the firm support of people.However,because the construction cycle is long,costly,far-reaching,complex technology,and engineering audit takes constuction result seriously but not the process and its time node is lagging,causing the supervision "vacuum" of the construction of major water conservancy projects decision-making.The audit is not in place,and can not discover decision flaws either.As the government funding for construction engineering invests and the construction of major water conservancy construction comprehensively promotes,it has contributed more and more to promote economic development,social progress,and improve the quality of life of residents,.It has also accelerated the process of building a well-off society.But it also exposes the project decision-making errors,such as inconsiderate,lack of detailed demonstration and simulation of technical aspects of the project,and even caused the waste of the project construction money and the excessive negative impact of the completion of the project.These problems seriously affect the construction of water conservancy project objectives,resulting in water conservancy construction's deviating from the anticipation.,and great waste of social construction funds.Therefore,how the construction of major water conservancy projects decision-making scientific,objective and accurate evaluation,to ensure that the water conservancy decision comprehensively and objectively in orbit,and ensure the quality of construction projects,to achieve or improve the goal of the construction of water conservancy construction play effect,economic benefits,social benefits and ecological benefits,it is urgent to solve the problem.The decision auditing as a decision supervision behavior,will move up the engineering project audit time node to the decision-making process,and take focus on the whole process and each index,objectively evaluating the project decision-making,in order to solve the problems and put forward corresponding countermeasures or suggestions for improvement,promoting the realization of the improvement and benefit of the project decision.At present,the academic circles have reached a consensus on the importance of engineering audit,but the theory and method of decision-making audit is less,and the research and analysis of major project decision-making audit is more rare.In this paper," Reach on Decision Auditing Evaluation of Major Water Projects",in-depth analysis of major water conservancy project decision-making related issues.Through theoretical analysis and empirical test,combined with the major project of water conservancy construction decision-making situation and existing problems,the research established a major water conservancy project decision-making audit theory system and evaluation index system,the typical case and applied to the relevant engineering construction decision-making,further through the grey evaluation method based on combined weights of the case(GACW)to conduct a comprehensive analysis,finally put forward to promote the construction of major water conservancy scientific decision-making policies and suggestions.The GACW method considers the evaluation process of water conservancy project decision-making audit as a complete gray system,and uses the subjective and objective combination to determine the weight basis of the gray relational evaluation,and then obtains the evaluation result of the system scheme.The research results can not only enrich the theory research results of project decision-making audit,but also further improve the system of decision-making audit,and promote the construction of major water conservancy scientific decision-making,which has important practical significance to develop the project construction of people's livelihood and social economy value.
