| The Chinese government propose “the belt and road” initiative,which gets positive response from countries along the belt and road.Thereafter,infrastructure become hot spot of overseas investment including power projects,and big power projects keep emerging.With successive establishment of the silk road fun and the Asia infrastructure investment bank,the Chinese government intensifies support on “going abroad” of overseas investment in thermal power plants.Chinese power enterprises have made great achievements,meanwhile,it is undeniable that risk analysis,scientific assessment of Chinese foreign power investment projects started lately,specific projects practices have problems such as weak risk awareness,poor risk management,inadequate risk assessment methods.How to make the project decision-making process more scientific,standardized and efficient and how to evaluate risk and take measures for such targeted thermal power project is important issue of investment decision making.Currently,economic evaluation of overseas thermal power investment project mainly depends on financial evaluation,and indications such as internal rate of return,net present value and payback period of investment are used to determine project feasibility.So the economic evaluation procedure has many imperfections.In the process of economic evaluation,risk evaluation,prevention and control are not paid enough attention,which resulting biased evaluation index and incomprehensive evaluation results.China has not set uniform standard on the context,depth,and evaluation index of the foreign power projects risk evaluation,specific project has to be analyzed particularly be the reviewer making appropriate adjustments according to the actual situation of the projects,selecting study range and parameter economic evaluation.Oversea thermal power projects have huge amount of investment,long payback period and higher risk,India Panjab Talwandi plant as an important demonstration project of Sino-India cooperation has certain representiveness.In this paper,based on investment risk evaluation of India Talwandi thermal plant,risk factors of the whole project life cycle will be identified;risk assessment and targeted preventive measures will be provided.And this paper will describe risk evaluation index according to project risk factors analysis by means of fuzzy evaluation based decision method,and on the basis of risk assessment,through comprehensive evaluation method,economic evaluation index will be provided as the important basis of project decision-making.Through analyzing the risk factor of life cycle of Talwandi thermal power plant,this paper seizes the main basis of overseas projects data and risk factors,put forward more scientific appropriate risk preventive measures and comprehensive economic evaluation index,which has a certain reference significance to carry out risk analysis,prevention,and scientific evaluation of overseas thermal power investment project in the future. |
