Research On The Promotion Of Technological Innovation By Industrial Upgrading

The global economic is slumping and the speed of the trade growth is getting down,since the financial crisis in 2008,the trend of reverse-globalization is apparently,Western Europe developed countries ' economic are weakly to recover,regional countries ' economic collapse and government bankruptcy are occasionally happened.Under this situation,environmental pollution,over capacity and others problems have affected the basis for increasing economic growth that China had maintained more than a decade seriously.From the perspective of sustainable development of China's economy,it is imperative to change the mode of economic development,and it is necessary to change the extensive economic development mode that relied heavily on natural resources and cheap labor.Industrial upgrading and technological innovation are important foothold of the change of the economic development mode.Adjust the national economic structure,from extensive development to intensive development,from the economic progress by investment to the economic progress by technical,from the introduction of technology to independent innovation relied on industrial upgrading and technological innovation.The economic development strategy and policy planning are mainly stressed the relying on independent innovation to promote industrial upgrading in the past times,whether domestic or foreign,this king of economic development-oriented and route achieved some results,but there are still many deficiencies.Under this situation,the pace of industrial upgrading and the efficiency of independent innovation are still slowly,we can't help but think:It's all to promote industrial upgrading in the process of implementing of industrial upgrading and improve the ability of technological innovation just rely on innovation? In fact,technological development and industrial technology innovation are rooted in a specific industrial environment,only a mature industrial development environment can give birth to valuable innovative technology.It can be said that industrial development and upgrading led to technological innovation,technological innovation is attainable just like a "castle in the air" if without specific industrial environment.Based on the influence of industrial upgrading and technological innovation,this paper makes a theoretical analysis and empirical test on the role of industrial upgrading in promoting technological innovation.Based on the process of technological innovation,this paper draws out conclusion about three major effectsabout industrial upgrading on three level,under the process of technological innovation,through the theoretical induction and logical reasoning,namely,technical opportunity effect,R & D input effect and market realization effect.Specifically,industrial upgrading from the three views of macroscopic,middle and microcosmic can increase the potential technological innovation opportunities to improve R & D investment intensity while promoting the capacity of to market-achievement by innovative technology in the whole city.In the part of empirical,this paper firstly carries on the empirical test of transnational panel.Because of the lack of data,the paper only carried out the relevant R & D investment and technical output test.The results show that the manufacturing industry upgrades from the low-tech industry to high-tech industry can effectively promote R & D investment intensity and the technical output increasing.At the same time,in order to carry out the empirical test of the process of technological innovation,this paper uses the provincial panel data of our country to test the influence of the industrial upgrading of manufacturing industry on the technical opportunity,R & D investment,technical output and new products' production and sales.The results which can prove the theoretical analysis of this paper have showed that the upgrading of industrial structure has a certain effect on the whole process of technological innovation.Finally,based on the main conclusions of this paper,the author puts forward some specific policy suggestions about continuous adjustment of industrial structure deepening on the current situation of Chinese industrial structure,and puts forward some corresponding policy suggestions according to some results from control variables through the empirical analysis of this paper.
