Research On The Assets Operation Management Of Village Collective Economic Organizations

The assets operation management issues of village collective economic organizations involve the broad masses of farmers’ vital interests.How to improve operation management efficiency of village collective assets on account of growing rapidly and large scale of the total amount of village collective assets in China,it is an important subject to developing village collective economy,increasing farmers’ income,maintaining village stability and promoting village social harmony.At present,the village collective economic development is still faced with the problem such as vague property boundary of village collective assets,imperfect governance mechanism in rural areas,imperfect of law system,and the village collective assets management is still chaotic,inefficient operation and lack of development potential.It is the important contents of current village reform and development to solve these problems,which could achieve efficient management of village collective assets and realize steadily improved of the collective assets operation efficiency.Based on the research of property rights theory,principal-agent theory,internal control theory and corporate governance structure,this paper takes the research of Minhou County as the research case,through the field investigation and collection of relevant data.This paper makes a comprehensive analysis of the status operation of assets management of village collective economic organizations from the aspects of property right system,governance mechanism and operation mode.It focus on analyzing the financial indexes of assets management in Minhou County village collective economy,and making a comparative analysis of the typical models of collective assets operation in county area.Based on the above aspects of the in-depth analysis,the paper puts forward some targeted and operable countermeasures and suggestions.The study can be concluded that the problems of the existence of assets management in the village collective economic organizations are weak in the development intention,management confusion,low operating income and lack of development potential.In essence,the village collective assets are vague and the boundary is unclear.The collective right of the collective members of the collective economic organization is not standardized and the collective assets management’s model is single,which have an impact on the efficiency of collective assets operations,and the government guidance and support on the village collective is not enough.In view of these problems,the paper provides some measures such as promoting the village-level collective property right system reform,improving the village-level collective economic organization governance mechanism,exploring various forms of collective assets operation modes and increasing the help and guidance from government to improve the assets operation efficiency of village collective economic organizations.
