Study On The Reform Of The Shareholding Of Rural Collective Assets In Minhou County, Fujian Province

With the continuous rapid changes in China’s economic and social development in recent years,the new urbanization process has gradually advanced,and a large number of rural production and living land have been transferred or levied for various purposes,which has caused the local collective property rights of some localities to be unclear and collective.Problems such as unclear income,opaque income distribution,and blind spots in supervision have become more prominent,and have gradually become a key issue hindering the sustainable development of China’s rural collective economy.As a system reform of China’s indigenous people,the reform of the shareholding cooperative system can effectively resolve such difficulties in urbanization,realizing the preservation and appreciation of rural collective assets,and promoting the sustained and healthy development of the collective economy.Based on the current reform work in some areas of China,combined with the theory of institutional change and the theory of modern property rights,this paper uses the reforms of the rural collective assets of 29counties(cities,districts)determined by the former Ministry of Agriculture and other departments in 2015.Minhou County,one of the investigations and research objects,adopts literature search,field investigation,personal interview,questionnaire survey,data analysis,etc.,to summarize the experience and practice in the implementation process of rural collective assets share reform in Minhou County.Through investigations,it was found that the results of the pilot reform of the shareholding reform in Minhou County were more obviously,and some innovative practices with local characteristics were formed,but also existed in the collective economic organization mechanism,shareholder identification,equity and asset management,and policy support.The problem needs to be solved.Finally,the corresponding countermeasures and suggestions are put forward for these problem articles.This paper consists of seven parts.The first chapter is theintroductionwhich mainly introduces the research background,research significance and research status.The second chapter introduces the related concepts and theoretical foundations of the paper.The third one introduces the main course and the fourth part of the pilot reform of rural collective assets in China.The fourth chapter introduces the experience and effectiveness of the pilot reform in Minhou Countyand conducts the characteristic evaluation.The fifth chapter summarizes the main problems found in the reform pilot of Minhou County and analyzes the reasons.The sixth chapter proposes to strengthen and improve the reform which on the basis of the above research and analysis.The seventh chapter is the conclusion,which summarizes the main points of the article.
