The international education that offers high school diploma has draws increasing attention of the whole society,which can be generally divided into three categories: schools invested by foreigners,schools by local citizens and those funded by the government.The Second Curriculum of Shanghai requires middle schools to offer better academic education,management and logistic services,and to cultivate better overall qualities of students.What`s more,schools that are used to be funded by the government are now confronted with the policy of transforming themselves into selfoperating organizations,with less support from the government.Thus,they are more urgent to adopt theories and experience in Management to direct their reform,and to accomplish long-term target and greater social value.Among all the government-financed schools,school A is the first one to establish international division.The passage works out a management reform plan for school A based on the Learning Organization Theory.The external environment of school A is summarized through PEST as well as the comparison with school MG and PH.And the internal situation is analyzed using SWOT combining with working experience from the author.The problems with staff stimulation mainly exist in vision description,management structure,individual requirement identification and the strategies coping with external environment.With a deep research into learning organization and educational management theory,the passage puts forward detailed schemes to solve those problems.In vision reform,the description should protrude the role of teachers,and the perception can be strengthened by organizing teachers and staffs to constantly learning and communicating with others.Using scientific tools,the culture and atmosphere of school A is investigated,and the deficiency of trust is the main problem.In organizational structure,measures should be taken to ensure the core status of teachers,and to set up flow path for teaching service departments.In indentifying individual requirement,different kinds of stimulation should be adopted to satisfy hygiene and incentive factors,and the performance judgment should consider outcome as well as procedure.In coping with the external environment,the strategies taken mainly include inner-organization and inter-organization.At last,this passage sets out the implementation schedule,key points and difficulties,risk control and the assessment criterion of the reform plan.The reform plan for School A based on the learning organization theory aims at strengthening the cohesion,stimulating the staff efficiency and improving the ability to adapt to the environment.This plan can also be a reference for other governmentfinanced schools.
