This thesis studies organization structure design and organizational learning capability measurement of learning organization.The thesis first carries on the limits to the concepts of learning organization, organizational learning and organizational learning capability, and carries on the summary of learning organization's system model, structure pattern as well as the organizational learning capability measurement.Then on the basis of summary of the predecessor research results, this thesis proposes two important models, which are the organization learning process model and learning organization's system model. This thesis introduces the way deviation to the organization learning process for the first time, points out learning organization's learning way through studying the way deviation in many organizational learning cyclic processes, and constructs the organizational learning process model of learning organization.In the foundation of the organizational learning process model of learning organization, this thesis proposes the learning organization system model from the angle of safeguard the valid learning process of learning organization. This model takes the organizational learning cyclic process—knowledge learning as the core subsystem, the corresponding safeguard subsystems—the personnel, the organization, the technology for the assistant subsystems. These three auxiliary subsystems form the triangle structure, which is one kind of ultra stable safeguard structure, may effectively safeguard organizational learning capability and the learning way does not deviate the normal learning way.On the basis of the learning organization system model, this thesis studies the organization structure design of learning organization, and proposes the structure design model and forms of learning organization from the angle that organization structure design of learning organization must obey the need of organization learning.In the foundation of the learning organization system model, this thesis designs the organization learning capability measurement target system of learning organization, selects principal component analysis method that has many good merits as the assessment method, and constructs the organization learning capability measurement model of organization learning. Finally according to the target system and the measurement method, this thesis carries on the organization learning capability comparison measurement to Tianjin leading group's three sub-companies.
