| Energy is the essential material base for national economy and social development,and the crucial guarantee for promoting industrialization and urbanization in China.With the rapid development of national economy and continuous improvement of people's living standards,the demand on energy has been growing quickly.Natural gas,as one type of the clean energy,has the characteristic of being stable in combustion having been used widely in industrial and civilian fields.Popularizing natural gas is beneficial in improving people's living standards,changing production development mode,as well as reducing environmental pollution.This paper discusses the socialist marketing economy,public products and price mechanism,analyzes the current status of natural gas industry.Guang Xi being low-energy resources setting that lacks of coal,petroleum and gas,is one of the area natural gas being used less.At the end of 2012,Nan Ning sub-line of West-east Natural Gas Transmission Pipeline II was completed,which indicated the history of no pipeline gas in Guang Xi coming to an end.The construction of Piping Natural Gas to Every County Project is significant,for optimizing energy consumption structure of Guang Xi,making Guang Xi Industrial Power Strategy coming true,reducing atmospheric pollution,ensuring and improving people's livelihood,and realizing sustainable economic development.The research emphasis of this paper,is price determination and management mechanism of natural gas under new normal economy,integrating the economic development reality of Guang Xi,to analyze the open issues in price reform of natural gas in Guang Xi,and to offer pointed strategy proposal: firstly,to promote the strategic role of the natural gas in the energy security of Guang Xi;secondly,to cultivate the consumer market of natural gas by multiple measures;thirdly,to make an integral net of natural gas of Guang Xi;fourthly,to clear up the concession of town gas;fifthly,to optimize the pricing mechanism of natural gas. |
