Natural Resource Pricing And Compensation Study

The theory of sustainable development has been received by many countries in the world gradually. The sustainable development of natural resources is the target of each country, at present, a lot of problems exist in the development of natural resources, and it is inconsistent with the strategy. The pricing of the natural resources is one of the important reasons. The paper talks about the pricing, compensation and mitigation of natural resources, giving the examples of water resources and coal resources, in order to give some inspiration to decision-making sectors.This paper adopts many study methods, such as the qualitative and quantitative analysis, and also typical examples and standardized analysis. It is divided into five parts.The first part first gives introduction to natural resources, generally introduces the concept and character of them, and also the situation of pricing and compensation of natural resources, then the theme of the paper.The second part mainly talks about pricing and the reform policy. First in the basis of pricing theory, it talks about some related issues, such as the externality, resource distribution, pricing methods. In order to be more exactly, the pricing and policy of water resources, and the water price and reform measures of Dalian city has been given out.The third part studies on the compensation of natural resources. Firstly, the theory and law basis of compensation have been introduced, we can confirm the view that compensation is important. Then, some policies of the management of compensation of natural resources are given out. At last, the compensation system of coal resources is also introduced. The forth part studies the mitigation system of natural resources, mainly talks about the state-owned natural resources assets losing. According to analyze the situation, measuring methods and reasons of them, this paper gives some measures of cutting down losing.The last part puts forward the reformation of natural resources management.The main points of this paper is the pricing and compensation of natural resources, in order to search the "degree" of exploring resources and protecting environment, and support the pricing reform and management of resources by raising theory, methods and policies. Because of the limitation of major and investigation, we can't use the pricing methods in pricing the water price of Dalian city. The main point of further study is applying methods in reality. In a word, according to this paper, the sustainable development of natural resources should draw the attraction of decision-making sectors.
