The Study On Development Strategy Of Wencheng's Ecological Agriculture From Government Management Perspective

Wencheng is a conventionally important agriculture county,whose agriculture plays a dominating role in its economy.However,as Wencheng has a large population with relatively little land and arable land per capital is 0.4 mu,together with rugged and scattered areas,its agricultural mechanization is restricted and developmental level of agriculture industrialization is relatively low.With the slackening of economic growth and speed increase of resident income,the acceleration of structural adjustment as well as the transformation and upgrading of the secondary and tertiary industries,agricultural advance in Wencheng county has entered the critical stage.It has been confronted with the restraints of agricultural product price ceiling and production costs raise.Meanwhile,it has challenges from the dwindling of rural resource constraint and the worsening of agricultural non-point source pollution.If the production mode of low productivity,high consumption and heavy contamination continues,it would be a bottleneck of further sustainable economic advance.In recent years,in order to solve new problems and challenges,the central government,provincial and municipal government have proposed a series of new concepts and strategies to promote modern agriculture development.In 2006,Central Document No.1 proposed to actively develop the ecological agriculture.After that,green production methods were employed in terms of cultivated land protection,agricultural non-point source pollution prevention and ecological and circulatory agriculture development,which accelerated the harmonious development of agricultural economy and ecological environment.Therefore,under new situation,for local government,it is quite significant for optimizing resources and environment,agricultural production structures and product structures,enhancing the competitiveness of agricultural products and increasing peasants' income to implement the superior decisions and arrangements,actively adapt new normal of economic development and promote echo-agricultural industry development in line with local conditions are quite significant.In this paper,literature research method was employed to state the background and significance of agricultural industry ecologicalization,research status of government administration theory and ecologicalization of agricultural industry.It also briefly introduced the basic framework,research methods employed and innovation points.Furthermore,ecologicalization of agricultural industry and government management related theories were systematically stated.Concepts of agricultural industry and ecologicalization of agricultural industry were defined.Basic modes of county-level government management,its rise and growing trend of agricultural industry ecologicalization as well as its importance were elaborated.As the first local administrative institution,county-level government,it was held that only with the effective intervention of government behavior,the harmonious advance of agriculture,resources and environment,economy and society could be accelerated.By selecting Wencheng county in Wenzhou city as a typical case,this paper employed methods like investigation and analysis and case analysis to introduce the foundation of its ecological development of agricultural industry,achievements.Causes of its restrictions were analyzed.The status quo of project planning,project management and performance management during the process of agricultural industry ecologicalization development was discussed.Problems like the loopholes in function orientation,difficulties in policy implementation and biases in performance appraisal and their causes were declared.Finally,to learn successful experiences and solve existing problems in agricultural industry ecologicalization development,this paper suggested to strengthen the guarantee system like policy guidance,market driven,institutional protection and service promotion.From microcosmic point of view,this paper systematically and comprehensively stated ecologicalization of agricultural industry development related theories,the status quo of government regulation system and operating mechanisms.By analyzing problems theoretically and practically,this paper proposed the practical and instructive development tactics and organizational management modes,which provided the theoretical reference for accelerating the transformation of government functions,increasing farmers' income and promoting ecological environmental protection.
