Research On Urban Efficiency Of Yangtze River Delta Urban Agglomeration From The Perspective Of Functional Division

With the rapid development of urbanization and the serious problems in urban development,how to promote urban development more efficiently becomes an urgent problem to be solved.Therefore,based on the previous scholars' research on urban efficiency and the key issues in urban development,this paper builds a city efficiency measurement system which is more suitable for the current urban development,and measures the efficiency of the city.With the measured efficiency of the city,on the basis of the functional division of labor perspective,combined with the factors affecting the efficiency of city spatial spillover effect,provide relevant policy suggestions to the development of the city on the basis of empirical research.Urban efficiency is a concept of rich connotation.With the increasingly serious environmental problems arising from urban development,it is more instructive and scientific to measure and evaluate urban efficiency by considering the desirable outputs and undesirable outputs of urban development.Using the data of 24 city in Yangtze River Delta city group of 2005 to 2014,based on SBM model,measure and analysis the Yangtze River Delta city group city efficiency,founding that in the situation of no considering undesirable outputs,the overall efficiency of the city groups in the Yangtze River Delta has decreased trend;Shanghai city has a leading position in urban efficiency in the Yangtze River Delta city group.The average city efficiency of Jiangsu is higher than the average city efficiency of Zhejiang province.The average efficiency of each city in Anhui is the lowest;From 2005 to 2014,except for 2005 and 2006,the urban efficiency of 24 cities in the Yangtze River Delta city group has significant positive spatial autocorrelation.Considering undesirable outputs,the Yangtze River Delta city group city overall efficiency is gradually decreased over time;the efficiency of Shanghai city is in the leading position;The average efficiency of Anhui province is the lowest,the average city efficiency of each city in Jiangsu is close to the average city efficiency of Zhejiang Province;City spatial correlation is not significant every city in the city;Relative efficiency difference narrowed.Based on the past scholars' methods of measuring the level of urban functional division,the level of functional division of each city in the Yangtze River Delta is measured,showing the following characteristics: the functional division of urban in the Yangtze River Delta has the characteristics of multi center,and each center presents different levels according to its own agglomeration ability of different production factors.The functional division level of Shanghai has gradually declined,but it is still at a relatively high level.The functional division of the three provinces and one city from high to low is Shanghai,Zhejiang,Jiangsu and Anhui provinces.The average level of functional division level in Shanghai is far more than the average level of Yangtze River Delta city group function division,in Jiangsu Province,except Nanjing,the other city functions division level is lower than the average level of Yangtze River Delta city group,in Zhejiang Province,except Hangzhou,Jinhua and Zhoushan,the other city function division level were less than the average level of Yangtze River Delta city group,the function division of each city of Anhui province are less than average.Using the traditional panel model and the spatial panel model,this paper empirically studies the influencing factors of urban efficiency from the perspective of urban functional division.The empirical results show that,without considering the undesirable output function,the level of function division has a significant negative impact on the city efficiency,there is no spatial spillover effect of the level of functional division on urban efficiency;the level of opening up of city have significantly positive impact on the efficiency of city,and the spatial spillover effect positive;The level of investment and the level of government expenditure have a negative significant impact on urban efficiency,and there is a negative spatial spillover effect on urban efficiency;urban efficiency has a positive spatial spillover effect on itself.In considering undesirable outputs,the division level of city function efficiency has a negative nonsignificant effect;the level of opening up of city efficiency have significantly positive effects;investment level and the level of government expenditure has a significant negative impact on the efficiency of city;city efficiency spatial spillover effect on its own.The function division of each city in the Yangtze River Delta urban agglomeration is quite different,and the influence of functional division on the urban efficiency has the characteristics of different stages.The function division level of most of the city in the Yangtze River Delta city group has negative influence on the efficiency of the city,only when the function division level above the average level of the City Yangtze River Delta city group,the division level has significant positive effect on the efficiency of city,and the effect containing no positive impact of undesirable output is under the effect containing the positive impact of undesirable output.
