The level of urbanization is one of the important indicators of a country 's economic development,and urban construction land is the carrier of urban population 's social and economic activities.Therefore,urban construction land plays an irreplaceable and important role in the process of urbanization.China is in the rapid development stage of urbanization,and at the same time,the problems arising from the use of urban construction land are becoming increasingly prominent.On the one hand,China has implemented strict farmland protection policies,making urban construction land scarce,so as to promote the contradiction between people and land;on the other hand,extensive urban construction land,inefficient use,and unreasonable utilization structure are everywhere.Therefore,it is of great significance to study the efficiency of urban construction land use to improve the efficiency of urban construction land use and achieve sustainable economic development.The main functional area planning strategy was first proposed by China in the "Eleventh Five-Year Plan".The main functional area planning is essentially a national land spatial plan that combines regional economic development and ecological environment protection.In the process of urban construction land utilization,only by matching the development positioning of the main functional area can efficient and sustainable use be achieved.Only by studying the efficiency of urban construction land use in different main functional areas can the overall efficiency of urban construction land use be scientifically and effectively improved.This article reviews the existing relevant theories and research,guides the planning of the main functional areas,and constructs the SBM-Undesirable super-efficiency model that considers the global reference of unexpected output.Unit 2008-2017 urban construction land use efficiency is measured and analyzed,at the same time,it analyzes the differences and convergence based on the measurement results,and analyzes the spatial differences in efficiency and spatial correlation by introducing exploratory spatial data analysis methods.Finally,based on the redundancy of input factors and undesired output factors,the paper analyzes the improvement path of urban construction land use efficiency in each main functional area and proposes differentiated policy recommendations.research shows:(1)From the perspective of the temporal and spatial evolution,the efficiency of urban construction land use in Hubei Province generally shows an upward trend with time,but there is more room for growth.The utilization efficiency of urban construction land in each main functional area is represented by the state-level key development zone>provincial-level key development zone> national-level key ecological function zone>agricultural products main production area> provincial-level key ecological function zone.The urban construction land use efficiency of each county-level unit spatially presents a high value distribution pattern of "one main and two sub".(2)From the perspective of difference and convergence,there are significant differences in the utilization efficiency of urban construction land in Hubei Province and the main functional areas,and the differences are expanding with time,the difference within the group is the main reason for the difference in the efficiency of urban construction land use in Hubei Province.In terms of convergence,there are absolute ?-convergence phenomena and conditional ?-convergence phenomena in the use efficiency of urban construction land in the whole province and key provincial development zones,major agricultural production areas,and national key ecological function zones,there is no convergence between national key development zones and provincial ecological function zones.(3)From the perspective of spatial correlation,the results of global spatial autocorrelation analysis show that there is a significant spatial positive correlation between the utilization efficiency of urban construction land in county-level units in Hubei Province.Judging from the results of local spatial autocorrelation analysis,there are high-value agglomeration phenomena in national key development zones;there are low-value agglomerations in the main production areas of agricultural products and key ecological function areas;there are isolated phenomena in key development zones at the provincial level.(4)From the perspective of redundancy and improvement path,excessive labor input per capita and excessive production of industrial solid waste are the main reasons for the low efficiency of urban construction land use in Hubei Province.The reasons for the inefficient use of urban construction land in the main functional areas are different.Therefore,differentiated utilization strategies for urban construction land should be implemented.
