Research On The Application Of PPP In The Investment And Financing Of Charging Infrastructure

With the further development of the world economy,in response to the increasingly severe energy crisis and environmental pollution problems,countries have increased the intensity of research and development of new energy vehicles.After the worldwide financial crisis,China's economy has entered the "New Normal" period,and the transformation and upgrading of traditional industries has become an important way to promote the structural reform of the economy.In the process of promoting new energy vehicles,the lack of charging infrastructure has become a major obstacle to its further development.During the construction of charging infrastructure China encountered some problems such as shortage of financial funds,difficulty in coordination of construction land,high cost of electric power system reform,uneven quality of charging facilities and low income of project investment.The introduction of PPP can give full play to social capital in the capital,technology and management experience,improve the quality of charging infrastructure.Since China has a suitable macroeconomic and policy environment,and has accumulated more practical experience,it's feasible to construct the charging infrastructure with PPP mode.Through the study of PPP theory and relevant practice,combined with the guidelines issued by the Ministry of Finance,Development and Reform Commission and other ministries,this thesis designed a scheme to construct charging infrastructure based on PPP mode,including the design of management architecture,financing structure,allocation of risk and share of income.To design financing structure,the Monte Carlo simulation method is adopted to incorporate the risk in the project life cycle into the financial evaluation system.Finally,this thesis gives the policy recommendations,including taking actions to further improve the legal system and promote the introduction of standardized PPP contracts.Most scholars do research on the application of PPP in infrastructure,not specific industries.Recently there has already been voice of introducing PPP to the construction of charging infrastructure,but no feasible project scheme was introduced and few papers were found in this field.This thesis filled the gap to a certain extent.
