Study On The Use Efficiency Of Housing Provident Fund In Shanxi Province

In recent years, the housing provident fund system has been established wordwide.Our government startes with its service condition,paying attention to its development. The housing provident fund system in Shanxi province was born in1992,progressing step by step.According to some research,the efficiency of the housing provident fund system in Shanxi province has been increasing.Notably,some issues still exsit.This thesis wakes a torough inquiry into condition of the housing provident fund system in pretecture-city with date enveplopment analysis,in view of input-output,providing some feasible suggestions in efficiency.This paper by introducing the input-- output analysis theory, combining the statistical analysis techniques and centering round the relevant data on the housing provident fund use of Shanxi province and Prefecture-level cities provided by the housing fund management center establishes an indicator system to reflect the efficiency of the housing provident fund in Shanxi Province. Input indicators include indicators of housing provident fund deposit and housing fund precipitation index and output indicators include housing provident fund extraction, personal loan indicators and value-added income indicators, etc. From the perspective of Shanxi province and Prefecture-level cities, each indicator is analyzed in detail.Based on the above indicator system, the efficiency of the use of housing provident fund in Shanxi Province has been studied by using data envelopment analysis to achieve the effective analysis of the specific use of its housing fund and make profound analysis of its causes. From the DEA results and the analysis in the previous paper it can be seen that DEA of Shanxi Province in 2014 is invalid and from 2008 to 2014, the use efficiency of housing provident fund in Shanxi Province has taken on the trend of increase. We find that there are still large differences in the same indicators of each prefecture level city. It can be concluded by DEA analysis and comparison that the condition in Datong, Linfen, Taiyuan and Yuncheng appears good while for Jincheng,Jinzhong, Shuozhou, Xinzhou center, Changzhi, Yangquan, Lvliang, it is relatively bad.The reasons of the lower efficiency of housing accumulation has been fund.Research confirms that the use efficiency of housing fund system in our province is on a rising state; however, there are still many problems. According to the problems existing in the use of housing provident fund in Shanxi province and other cities, theidea of increasing the extraction rate of housing provident fund and the amount of extraction should be put forward. This thesis provides suggestions of fund-drawing and peisonal loan policy-adjusting. Enhancing support in housing is also included.All the above is objected in promoting its development.
