| With the process of our society, "Three Rural Issues" is decisive, the theory and policy concerned the urban vulnerable groups, However , at the same time, the rural vulnerable groups has not been concerned. since the mid-90s of the 20th century, the rapid transformation of social structures led to change the rapid social class structure, a gradual broadening of the income gap between urban and rural areas, ruralvulnerable groups unable to share the fruits of social development.Building a harmonious socialist society is bound to resolve the major problems--rural vulnerable groups, this is not only the nature of socialism, but also the needof situation, The fate of rural vulnerable groups and the history of China is closely related to the social development process, restricting the modernization process of China.Vulnerable groups of rural areas in Gansu Province is difficult to improve the living condition of poverty rapidly, inequality in the mentality and the imperfect or missing of the social assistance system, so the negative effects of social and negative impact is further enlarge, becoming a constraint factor for sustainable development.This article is base on solving the problem of social assistance in rural groups. the first part is focuses on the study of background and significance of the status quo of social assistance to vulnerable groups in rural areas of the; in the second part, introduced the meaning and function, the theory of protection human rights, social justice theory and the concept of a harmonious society for the social assistance protection of vulnerable groups, providing theoretical source; in the third part , care and to resolve the issue of vulnerable groups in rural areas is an essential requirement for a harmonious society; in the fourth part, taking Gansu Province as an example, summarized the status of rural vulnerable groups and its composition, analysis the plight in rural areas in Gansu Province in the transforming; in the fifth part, address the countermeasures to solve these problem, including building a social assistance system, and improve NGO to help rural vulnerable groups , the implementation of ethical concern ,this is the end result and the focus of this article; in the sixth part, have a try to get the research findings and prospects.
