"Internet +" inclusive finance is the new model of inclusive finance in our country.From the policy and practice of inclusive finance at home and abroad for more than a decade,inclusive finance is not only an institutional arrangements,which breaks financial exclusion and ability poverty cycle,promotes social justice,but also a resource allocation mode based on business sustainability."Inclusive" includes the basic economic ethics of fairness and efficiency."Internet +" improves the convenience and availability of financial services,changes the supply way of inclusive finance,making it preferably realize sustainable development under the harmony of social goals and business goals.Firstly,this paper combines the theory of economic ethics and financial exclusion,points out that the development of "Internet +" inclusive finance is about fairness and efficiency,an economic ethical issue in the financial field.Secondly,according to the development of "Internet +" inclusive finance,puts forward that the policy orientation of"Internet +" inclusive finance is not a social security policy based on public welfare or relief,but an economic policy which has certain public purpose,financial institutions and consumers should comply with proper economic ethics.In field of economic ethics,the development of "Internet +" inclusive finance has both the value of expanding benefited range and reducing cost,at the same time,there also has defects,such as asymmetric information,investment discrimination,unilateral inclusive and institutional vulnerability.Thirdly,this paper tries to use Delphi method,through expert consultation builds an"Internet +" inclusive financial evaluation index framework in dimensions of fairness and efficiency.Finally,puts forward some advices,such as strengthen supervision,improve infrastructure and strengthen financial consumer education.
