In recent years,China’s economy in the spring breeze of reform and opening-up has been a rapid development,also create the good conditions for the implementation of the policy of urbanization,the urban-rural gap is narrowing of Shandong Binzhou city,the city to the countryside,rural population into the city became the norm.In the face of this situation,the needs of the urban and rural residents are convenient,safe and economical,and the demand for bus service is growing.Meanwhile,with the expanding of city scale,Binzhou region and improve.level of rural highway,highway passenger transport and urban public transportation has a lot of repeat business area,due to the small city bus tax burden and many resources,so the competitive advantage than highway passenger transportation,the traditional mode of passenger transport management have apparently unable to solve the problem of disorderly competition.In view of this,Shandong Binzhou city timely adjust the function of each department,by the transportation department to manage urban public transport planning,expect to solve the problem of urban and rural passenger transport bull management,management confusion,but the fact is Binzhou city bus integration problems are many,therefore it is necessary to study Binzhou about the problem of integration of urban and rural public transportation.This article through to the Shandong Binzhou city urban and rural public transportation integration problems,causes and measures are analyzed,in this paper introduces the connotation of the integration of bus,bus,this paper introduces the theory of urban and rural public transport overall development,urban and rural public transport as a whole the governance theory as well as the responsibility of the government regulation theory based on the analysis of the Binzhou city present situation,the problems of the integration of urban and rural public transport and its reason analysis.This paper introduces the concrete reform and supporting policies adopted by Binzhou.The Binzhou city bus integration between urban and rural areas still exist in road infrastructure construction lag,urban and rural public transportation operation line is not reasonable,administrative management mechanism is not consistent,inconsistent treatment of urban and rural bus,parking problem is more serious,and other issues.This paper analyzes the main reasons include bus concept lag between urban and rural areas,urban and rural public transport regulations,standards,such as lag,urban and rural public transport safety management lags behind,urban and rural public transport subsidies mechanism lag,urban and rural public transportation planning and infrastructure construction lag,the lagging of rural area traffic service quality,etc.After analyzing the reason,this paper discusses the theoretical method and concrete measures to accelerate the integration of bus and city bus in Binzhou city.In the theoretical method,this paper proposes that we improve the laws and regulations of public transportation.To implement the security responsibilities;Increase support;To improve planning and infrastructure construction;Improve service quality.This paper puts forward the significance and value of realizing the goal of the urban and rural bus integration.Thorough investigation,rational layout and serious development plan of urban and rural bus integration;The specific problems are analyzed and gradually built up the system of urban and rural public transportation.To reach out to the government,get government financial help,and solve practical difficulties in bus development;We will clarify the management idea,change the consciousness of service,and constantly push forward the development of bus system in urban and rural areas.
