Beijing's Tertiary Industry Labor Allocation Efficiency Research

Whether it is from the industrial structure or from the employment structure, the third industry as early as in1993has become the dominant industry in Beijing, the development level of the third industry in Beijing have ranked first in the country for years. But studies have shown that, in Beijing, the labor productivity is lower than that of Shanghai, let alone compared with the developed countries. So, we want to know more about the allocation problem of labor force in the third industry of Beijing. And further more we want to see the allocation level of labor force of industries within the third industry. To touch these goals, this paper will use industrial data from the "statistical yearbook of Beijing city" to do some statistical descriptions for the labor force allocation situation of the third industry of Beijing in detail, and through the establishment of panel data model to investigate the allocation efficiency of labor force in the third industry, after that, we will use Data Envelopment Analysis method to evaluate the relative efficiencies of14industries in the third industry, and provide theoretical solutions to enable the industries to achieve the DEA relative efficiency.Research shows that: the level of overall labor force allocation of the third industry in Beijing is pretty high, but there’s a large gap in different industries within the third industry. The highest labor allocation efficiency mainly appears in capital or technology intensive industries, most of which are modern service industries. Specially, the new strategic industries’ allocation efficiencies are always very high, such as the financial industry, information transmission industry, computer service and software industry. The labor allocation efficiency of the capital intensive industries, such as scientific research, technical services and geological prospecting industry as well as the labor intensive industries namely the traditional service industries are slightly worse. Education industry, culture, sports and entertainment industry, the public management and residents’service industry etc have the relatively lower efficiency in labor allocation.
