Measurement And Evaluation For The Industry's Limitation Degree Of TPP Member States' Negative List

In recent years,in the bilateral investment agreement and free trade agreement,the application of the negative list is more and more extensive.The widespread adoption of negative list will greatly enhance the difficulty for the countries such as China that have not yet adopted a negative list in international economic and trade agreements to join the regional economic integration agreements.Facing this pressure,China has actively tried the negative list management system in the free trade pilot area.However,China has implemented a negative list with a short time and less impact.It is still not a good way to evaluate the implementation of China's negative list.Therefore,it is important for China's negative list to analyze and compare with the extent of the negative list of other economies.The 12 member states of the Trans-Pacific Partnership Agreement(TPP)agreed on the agreement on 5 October 2015.TPP is known as the 21st century more comprehensive,more advanced,and even beyond the WTO's new regional free trade agreement.TPP in the contractor of the negative list of forms of norms,simple structure and the main content of similar components,there is a certain degree of integrity and can be.So select the negative list of 12 countries in the TPP agreement as the research sample.It is important to analyze the industry' s limitation degree of TPP member states' negative list perspective of the whole and the country.This paper uses the 12 negative lists of TPP contract parties as samples,and calculates the coverage rate,cumulative limit degree,core sector degree,degree of towards core sector and similarity degree by referring to Lu Jian Ming et al.(2017)for quantitative analysis of negative list.The quantitative limits of the industry and the limited intensity of the negative list of the parties to the TPP are quantified,and the negative list of China's reunification is compared with it.The TPP signed parties negative list does not match the overall industry coverage is higher,but the countries generally limited the industry is relatively small.High-level industries focus on fisheries,electricity supply,water transport,air transport,transport support services,communications,financial services,legal activities,public services,education and health care in several areas.Compared with TPP,China's unified negative inventory industry coverage in the vicinity of the TPP average,the cumulative limit strength is lower than the average level.China to the core level is low,and TPP countries,the similarity of the negative list is also relatively low.In this regard,the article on the improvement of China's negative list made reasonable policy recommendations.
