With the rapid development of economy,the emergency of advanced power transmission and distribution technology,and the implementations of the power system reforms,China's technical and efficiency level of electricity transmission and distribution industry improved significantly.However,there still exists great power waste caused by surplus electricity supply and uneven resources allocation,which impeded the efficiency improvement of electricity transmission and distribution industry.Therefore,continuing to deepen the power system reform,improving the power market,and promoting the efficiency are the main directions of China's power system.Data envelopment analysis is the most preferred method of the efficiency analysis,which is also commonly used to evaluate the effects of policies.Due to the differences of natural environment and economic conditions,there is a lack of efficiency evaluation index system considering demands of all parties.This thesis employs two methods to study China's 31 grid companies from 2004 to 2013,which provides scientific reference for the direction of China's power system reform.This thesis first forwards the structure of power system,relevant policies and its development,which lays the groundwork for the following analysis.Then,it introduces the theoretical research methods,comprising of data envelopment analysis,bootstrap,meta-frontier and the specific combining process among them.After employing the bootstrap method to correct the efficiency,it analyses the changing trend of overall technical efficiency and the decomposition indexes including pure technical efficiency and scale efficiency.By combining meta-frontier method,it divides grid companies into groups according to the environmental variables.And it compares the efficiency values of different power grid companies in the same group.Then it proposes the direction of improving efficiency.According to the comparisons of meta-frontier technology ratio,it studies the impacts of four environmental variables,namely geographical location,population density,economic development and the proportion of clean power on grids.Besides,this thesis employs Tobit regression to verify these environmental effects.The results indicate that The electric policies significantly affect the productive efficiency,which has increased during the whole study period,and technology progress is the main contributor to its improvement.The efficiency change trend fluctuated when economic development or situation of power supply and demand changed.The economics and population density in corresponding service area of grid companies have positive effects on the productive efficiency,while the increasing proportion of clean power on grids would hinder the improvement of productive efficiency.When it comes to the geographical conditions,its influence is still not significant.Based on these results,in order to achieve the steady efficiency improvement in the power transmission and distribution industry,the government must deepen the power system reform through advanced technology and policy implementation.
