In the document "Several Opinions on Accelerating the Development of Modern Agriculture and Furthering the Vitality of Rural Development" promulgated in 2013,it clearly pointed out that we should commit ourselves to the construction of a new type of agricultural management system that is organized,intensified,socialized and specialized,and actively Promote the development and liberation of rural productive forces and consolidate the sound environment for rural development.It is an important strategic measure to achieve the upgrading of economic and social development,aiming to develop agricultural economy and ensure the basic status of agriculture.At present,China's leading agriculture industries,such as the family farm,professional farmers,rural cooperative and leading enterprises in agricultural industrialization is developing rapidly..However,due to limited economic scale,low operating efficiency,non standard production and poor bearing capacity to high risks,most of new agricultural business entities are still faced with many difficult problems in the development process,such as financing difficulties,high risk and imperfect risk compensation mechanism,as a result,it is difficult for the new rural production and management entity to achieve a qualitative leap.Finance is the core of modern economy,which plays an dominant role in promoting new agricultural business entities to grow.So it is particularly necessary and realistic to solve financing difficulties and risk management through the improvement of financial systemThis paper mainly discusses the development process of China's agricultural production and management pattern,as well as financial theories in support of new agricultural production and management,including rural financial constraint theory,the theory of agricultural credit subsidies,rural imperfect competition market theory and the rural financial development theory,.In addition,the financial system in support of new agricultural production and management is analyzed,including financial policy system,the system of financial institutions and risk diversification.As for problems in the financial support of new agricultural business entities,with the help of the People's Bank of Jiujiang Branch,the actual situation of Jiujiang was investigated comprehensively.It is found that the main problems of financial support to new rural business entities are shown in the following several aspects.The first one is mismatching of credit period with agricultural production cycle.Secondly,inadequate formal financial credit is invested,unable to solve the shortage of funds for the development of new rural production and management.Thirdly,new rural business entities don't have strong ability to resist risk,and there is no corresponding preferential policies to reduce risk for the government did not take it seriously.The fourth one is imperfection of assessment,transfer,trading mechanism.Finally,the paper analyzes the macro policy background of financial support to new agricultural production and management entities,and summarizes policy suggestions.Firstly,the diversification of products with financial support should be accelerated on the basis of maintaining original financial products and services of new agricultural business entities.Secondly,innovation of financial products and services must be enhanced to improve financial ability to support new agricultural production and management.Thirdly,the risk guarantee system of new agricultural production and management needs comprehensive perfection for broadening the channels of rural security.Then,the government has to increase the external risk compensation.Finally,the circulation,evaluation and ownership mechanism must be established and improved.
