Household contract responsibility system implemented in 1978,this move thoroughly changed the operation and management system of our country’s rural and full play to the superiority of the collective and unified management,improved the production enthusiasm of the majority of farmers,so that the rural economy in our country has been fully developed.But since the 21 st century,the process of industrialization in our country has gradually accelerated,a large number of rural labor force began to transfer to non-agricultural industries and make rural areas began to appear aging、hollowing out problem,the problem of “Who will farming”become serious and when our country entry into WTO,due to the impact of foreign agricultural products market,the domestic market is facing an unprecedented pressure.So,how to solve the issue concerning agriculture and countryside and farmers have become the main problem to improve the situation of agriculture in our country,for example, how to carry out agricultural production in an efficient way、how to improve the agricultural comparative advantage、how to expand the profit space of the first industry and so on.It is an effective way to solve the above problems to fundmentally change the agricultural management system in our country,the way is also the only way to realize agricultural modernization in our country.By cultivating diversified new agricultural management entities, this move has laid a solid foundation for the construction of new agricultural management system combining intensive、specialized and socialized,and can effectively improve the comprehensive quality of agricultural workers,and to solve the problems of no one subsequent agriculture,and to enhance the risk resistance ability of the agriculture and the domestic and international market competition ability,it is conductive to achieve optimal allocation of land resources and the scale management of agricultural production,it is beneficial to promote the transformation of China’s agricultural science and technology research achievements,it is conductive to guarantee long-term effective supply of the main agricultural products,it is the important gripper to transform the mode of agricultural development and to develop the agricultural modernization.So,at the present stage,we must focus on cultivating the new agricultural management entities,we must inspire and make full use of rural development potential. Finally realizes the growth of agricultural efficiency and farmers’ income and the prosperityof the countryside.Chen Cang District is a large area of agricultural production in Baoji City.In recent years,the regional characteristics are gradually obvious.The three characteristics industry,Fruits,Vegetables and animal husbandry,have also been achieved green pollution-free production,the potential of agricultural intensification development is tremendous.But due to the limitation of geographic conditions and economic conditions,agricultural production has not yet reached large-scale and intensive production,the new agricultural management entities is still in the initial stage of development,the general income level of farmers has not been greatly improved,there are many problems in the realization of agricultural industrialization and modernization.This article is in view of the above situation,on the basis of summarizing the research results of domestic and foreign scholars and summarizing the related theories,study on the new agricultural management entities in Chen Cang District,analysis on the current situation and problems of the new agricultural management entities in Chen Cang District,and introduce the method of SWOT,and analysis of the new agricultural management main body ’s cultivation strategy and path.In the end,the construction of external environment system is put forward to improve the cultivation of new agricultural management main body.
