China has the largest population of rural elderly in the world,and the problems of rural aging and retirement problems have become prominent,and the problem has become the most important,urgent and critical question in the livelihood of the people.With the acceleration of urban and rural labor mobility,the reform of the land system and the transformation of rural residents' thinking,the traditional family pension and land endowment security function is weakening,Under this background,the new agricultural insurance policy relied on the government in rural areas rapidly spread.However,the way of old-age care mode gradually diversified,relying solely on the new agricultural insurance policy of government financial investment bottlenecks highlighted problems,lack of incentive mechanism,the efficiency of the payment of financial subsidies,lack of willingness and behavior of the blind,the new agricultural insurance policy is difficult to maintain long-term effect.However,with the transfer of rural labor,farmers' family members non-agricultural employment opportunities is increasing,it provides another possibility for improving the quality of farmers pension,namely household non-agricultural employment opportunities increase will greatly improve the farmers living conditions,and the pursuit of endowment insurance will in a higher level,then it enhances the quality of farmers live life in retirement.Based on the review of the existing literature and relevant theories,research and analysis of China's rural residents to participate in pension insurance,according to the survey by Peking University in 2013 Chinese health and retirement(CHARLS)data,using a sample of 14359,summed up the three types of pension insurance farmers mainly joined—Rural endowment insurance,enterprise worker pension insurance and commercial endowment insurance.Based on empirical research on the impact of household employment for rural elderly residents to participate in the above three categories of endowment insurance,draw relevant conclusions and put forward relevant suggestions to improve the rural old-age insurance policy.(1)Through secondary data analysis and statistical description of the present situation of understanding the Current Farmers Participation in our country endowment insurance,there are some problems,including part of the insurance payment ability is low,poor convergence between insurance and pension fund balance of payments,the "empty account" is serious,individual insurance coverage of small,low insurance proportion.(2)Based on CHARLS data,this paper analyzes the participation of sample farmers,non-agricultural employment and pension insurance,and the relationship between them,and uses the logit model to study the impact of non-agricultural employment on pension insurance participation.The results of the study found that a family of non-agricultural employment of farmers participate in old-age insurance has significant effect,the higher non-agricultural income the lower possibility in the rural endowment insurance,the higher possibility to participate in enterprise worker pension insurance and commercial endowment insurance.(3)According to the conclusions of the study,relevant suggestions on the implementation of rural endowment insurance policy are proposed and improved,including:(1)optimizing the design of various pension insurance systems,establishing effective incentive mechanism for the insured;(2)strengthening the labor market basis The construction of facilities,expand local employment,increase rural employment opportunities;(3)Extension of the statutory retirement age,encourage the elderly to participate in social and economic construction;(4)attach importance to continuing education of farmers,improve the quality of education,improve the level of rural human capital.
