The Analysis Of City's Competitive And Cooperative Behavior Based On Comparison Of Urban Agglomerations In The Yangtze River Delta

As the "main form" of promoting China's new-type urbanization,the urban agglomeration was first proposed for more than ten years since 2006 in the "Eleventh Five-Year Plan of the country." The "12th Five-Year Plan of the country" released five years later emphasizes that "it is necessary to scientifically plan the city's functional positioning and industrial layout in the urban agglomeration." The main function of the urban agglomeration has been further clarified in the latest "13th Five-Year Plan of the country".If the city is regarded as a "rational economic man"and as the basic administrative unit within the urban agglomeration,studying the competing and cooperating behavior among cities plays a very guiding role in giving better play to the role of urban agglomerations.As the urban agglomeration with the largest size,rapid development and obvious regional advantages at present,the Yangtze River Delta urban agglomeration's future development direction determines the develpoment path of overall urban agglomeration and urbanization to a certain extent in China.So it is of great practical significance to study the research on the competition and cooperation between cities within the Yangtze River Delta urban agglomeration for popularization to other urban agglomerations.In the part of theoretical analysis,this paper first defines the concepts of urban agglomeration based on the research of scholars both at home and abroad,and combs the theory of urban agglomeration development,and then summarizes the researches of scholars from two perspectives:competition and cooperation or spatial spillover.In the part of comparative study,the present situation and characteristics of some urban agglomerations at home and abroad are sorted out,and the internal and external perspectives are used to combine the development model of the Yangtze River Delta urban agglomeration and the comparative study of typical urban agglomerations in China.In the part of competing and cooperating behavior analysis,this paper first constructs an extended city's promotion game model of urban agglomeration.Based on the maximization of local officials' own utility,this paper discusses the promotion incentive of officials and their impact on the inter-regional economic interaction,then arrive at three studies corollary.On this foundation,the panel data of 26 cities in the Yangtze River Delta urban agglomeration from 2000 to 2015 are used to construct the spatial econometrics models of the impact of competition and cooperation on the level of urban economic development based on the perspective of spatial spillover.And use the result of empirical analysis to match with the inter-governmental competition and cooperation,the theoretical inference of the theoretical model is verified.The conclusions of this paper are as follows:First,in the 26 cities within Yangtze River Delta urban agglomeration,the spatial pattern shows a gradual decreasing trend from east to west on the major economic indicators such as gross domestic product,population and industrial structure.Second,the Yangtze River Delta urban agglomeration is in the leading position among the five major urban agglomerations,whether in terms of land size,population aggregation and economic development.Third,competition has a positive effect on the level of local economic development and the impact on other cities is negative,the effect of cooperation on the level of local economic development has a positive effect and the impact on other cities is also positive;the trend of negative spillover effect of competition and positive spillover effect of cooperation make the willingness of the competition be greater than that of cooperation among local governments;the trend of interaction between space and time shows that the competition and cooperation among local governments are in parallel.Finally,this paper puts forward some policy suggestions from the following three aspects:First,strengthening regional cooperation and perfecting the effective cooperation mechanism between regions.Second,establishing a marketization mechanism to optimize the rational allocation of resource endowment.Third,implementing differentiating policies to achieve balanced and coordinated developement in all regions.
