With the gradual slowdown of the world economic growth rate and the "new normal" of China's economy,the current mode of economic growth in China is changing from factor driven to innovation driven.Innovation ability is the decisive factor for regional economy to win market competitive advantage,transform regional economy and enhance international competitiveness.As an important space carrier of modern regional competition,the effective allocation of R&D element resources in a region is one of the key factors affecting its innovation and development.Therefore,in this context,it is of great theoretical and practical significance to study the flow of R&D elements,spatial spillover of regional innovation efficiency and improvement of innovation efficiency of Yangtze River Delta urban agglomeration.For a long time,factor flow has been one of the focuses of academic circles.The relevant researches of scholars at home and abroad mainly focus on the internal relationship between factor flow and regional economic growth,and its impact on international trade.However,with the acceleration of innovation driven strategy,the spatial allocation of R&D elements has increasingly become the focus of current research.Different from the traditional elements,R&D elements mainly play a role through the innovation activities of innovation subjects,and the flow of R&D personnel and capital promotes the regional innovation and development.In view of this,this paper takes the flow of R&D elements as the research object to explore the internal relationship between the flow of R&D elements and the improvement of regional innovation efficiency.Based on the core theories of new economic geography,R&D factor flow and innovation system,this study systematically explores the mechanism and path of R&D factor flow affecting regional innovation efficiency from the perspective of knowledge space spillover.This paper takes 26 cities in the Yangtze River Delta as the research object,and uses a variety of spatial econometric analysis techniques to test it.The results show that: the spatial distribution of innovation output in the YangtzeRiver Delta urban agglomeration is non-equilibrium and non-random;the overall decline of regional innovation capacity is from coastal to inland,which is manifested by the concentration of innovation space,and the formation of a multipolar pattern with Shanghai as the innovation leader,Hangzhou,Nanjing,Suzhou,Ningbo as the innovation subcenter,and the overall gap of regional innovation capacity is constantly narrowing.The flow of R&D personnel and R&D capital in the Yangtze River Delta urban agglomeration has a stable role in promoting regional innovation efficiency,and the regional innovation efficiency has a positive spatial dependence.In terms of policy level,this paper puts forward four suggestions: strengthening the innovation spatial linkage of city agglomeration,encouraging city to establish alliance relationship in industry,education,R&D,and creating the innovation community of Yangtze River Delta;Based on the advantages of urban industry,we should introduce talents precisely,simplify the conditions and procedures for talent settlement,and optimize the allocation of innovative talents;Provide effective risk assessment and guidance for R&D capital flowing across regions,broaden financing channels for small and medium-sized innovative enterprises,and provide special financial support and multi-channel guidance for R&D capital flow;The regional government should strengthen the shaping and optimization of the free flow environment of innovation elements,establish the innovation coordination mechanism of urban agglomerations,and promote the realization of resource sharing and innovation efficiency of each city.
