The Study On Performance Evaluation System Of Yun Nan' Enterprises Of Overseas Crop Substitution

As the global economy recovers,companies from all walks of life have received pressures from both internal and external environment.If the enterprise wants to take the top place in the market economy and put the competitor far behind,It must find ways to raise its management level and develop the excellent performance evaluation method,so that it can realize its own strategic goals.In the context of serving our foreign policy and domestic anti-drug struggle,the foreign poppy replacement development is an exploratory project integrating long-term,arduous and cross-border nature.Depending on the state policy and led by the government,it takes the enterprise as the main body and uses economic means to eliminate foreign opium,heroin and other drugs from the source,playing a supplementary role for drug control work.Therefore,the enterprises of whole alternative planting industry should not only pursue profit from its own angle,but also take the contribution and responsibility to the country and society as one of the important standards to measure the enterprise itself.However,there is no standard system for objective evaluation of alternative planting enterprises at home and abroad at present.With the rapid development of the world economy,the external environment also changes violently,it has a huge impact on the development of enterprises,if we lose a bit control of the situation,the enterprise will be involved and can't get an accurate analysis of the internal and external environment,furthermore,it can't make a correct assessment on the long-term development prospects of enterprises based on the strategic objectives of enterprises,and it is impossible for the relevant government departments to obtain the true and effective data information the import quota and the government financial support need.In order to eradicate the harmful effects of traditional drugs such as opium and heroin in the "Golden Triangle" region from the source,Yunnan Province began to implement poppy alternative planting and development overseas from the early 1990 s.In April 2006,the State Council issued the “Approval for the Development of Substitute Industries for Poppy Alternative Planting in Myanmar in Northern Laos”(Guo Han [2006] No.22),clearly stating that “it will take 15 to 20 years to fundamentally eradicate Myanmar's supply from Myanmar”.Opium,heroin and other drugs in northern Laos "and introduced a series of new initiatives to support alternative businesses for businesses in northern Laos.After more than 10 years of efforts,remarkable achievements have been made in alternative cultivation and development of opium poppy outside Yunnan Province.However,new difficulties and problems have also emerged.Therefore,it is urgent to conduct a comprehensive assessment of the effectiveness of alternative planting and development,and propose further promotion of overseas operations under the new situation.Alternative policies for planting and developing alternative industries.Based on the overall task of building a radiation center for South Asia and South-East Asia,the paper,under the guidance of relevant national policies,based on a large number of historical data analysis and related business interviews,the practice of foreign opium poppy substitution management in Yunnan Province,the practice of the specific business of the alternative planting enterprises,the successful experience of other industry performance evaluation and balanced scorecard,,visiting the related enterprises and exchanging with relevant experts,designs an evaluation index system including the basic situation of the enterprise,the situation of substitution planting,the social welfare situation,the honest law-abiding situation,and the situation of public relations and environmental protection,There are 35 indicators,which are evaluated to score with the method of comparative assessment and the mechanism of evaluation,and then by the Delphi we can calculate the weight of the dimensions,achieving a comprehensive evaluation rating finally,only by completing these tasks.The set of the evaluation system for the substitution of planting enterprises can record the results and development of the enterprise realistically and help the enterprise to develop faster and better.
