In recent decades,due to the diversified development of global politics,economy and culture,all countries' cooperation in science,technology,economy and culture is moving towards a broader space.The South Asia and Southeast Asia rely on their own unique location advantage has made some big changes,the region's cooperation with other countries in the international economy,science and technology,culture and education has become more and more frequent,especially in the cooperation of science and technology innovation.However,from the perspective of sustainable development,the current level of scientific and technological innovation in South Asia and Southeast Asia still have a big gap between that developed countries.For further research on this problem,this paper starts from researching the current development of economic and technological innovation in South Asia and Southeast Asia,through collecting data from various databases and statistical yearbooks,using the two stage network DEA method to analyze the relevant data,exploring the problems existing in the development of science and technology innovation in South Asia and Southeast Asia.According to the results of the data analysis,this paper puts forward some policy suggestions to improve the efficiency of science and technology innovation in South Asia and Southeast Asia.The full text mainly includes four parts:The first part,comprehensive understanding of the current economic and technological development of nineteen countries in South Asia and Southeast Asia,through careful comparison and screening,we pick out some countries with strong strength in economic and technological development as the representative research objects in this paper,and also facilitate further collection of sample data.The second part,this part expounds the significance of the research on the efficiency of scientific and technological innovation in South Asia and Southeast Asia.And through reading literature,we put forward why we need to use the two stage network DEA model to measure the scientific and technological innovation efficiency of South Asia and Southeast Asia and the theoretical basis of the two stage network DEA model.Finally,building a theoretical model that conforms to South Asia and Southeast Asian science and technology innovation production process.The third part,statistical test on the selected index data of South Asia and Southeast Asia.The technological innovation production process in South Asia and Southeast Asia is divided into three stages: "scientific and technological innovation achievement output","transformation of scientific and technological innovation achievements" and "overall production process of scientific and technological innovation".And through the two stage network DEA model to calculate,draw the following conclusions: the average score of the three stages of the science and technology innovation efficiency is not high,especially the stage of "transformation of scientific and technological innovation achievements" have a big problem.However,the overall technological innovation efficiency score of India and Singapore is in the leading position of the selected countries.The fourth part,based on the three stages of scientific and technological innovation production efficiency score is low and the analysis of the existing problems in the article,learning from the advanced experience of countries such as Europe,America,China and Japan,and in view of the actual situation of scientific and technological innovation in South Asia and Southeast Asia,proposing policy suggestions for improving the efficiency of science and technology innovation in this region.
