After joining the world trade organization,China's economy has experienced a new round of rapid growth,and the scale of import and export trade has gradually expanded.However,with the rapid development of China's foreign trade,the problem of environmental pollution is increasingly serious,and sustainable development is facing severe challenges.How should we use policies to harmonize the relationship between trade development and environmental protection? For a long time,China has been an extensive mode of development,the export industry structure is unreasonable,textile,garment,paper printing,metal smelting and other pollution industry export in the total export ratio is too heavy,which to a certain extent,caused the current production of our products abroad and keep the pollution in the country.Therefore,optimizing the structure of export industry has become an urgent problem to be solved in the coordination of trade and economic development and environment at this stage.The use of a reasonable model for policy evaluation will achieve twice the result with half the effort.It will help the country push forward reforms more effectively at the policy and planning levels.The computable general equilibrium(CGE)model has gained more and more attention and application in the world as an effective policy analysis tool.More and more scholars at home have paid more attention to this research method,and began to apply this model to our country's tax,trade,environment and other policy simulation and analysis.Therefore,from the perspective of the coordination of trade and environmental policy,based on the strategic trade policy theory,the R&D subsidy is regarded as a trade policy for policy simulation analysis,and the R&D subsidy and environmental tax are imbedded in a CGE model,and the proportion of the export of pollution dyeing industry in the total export is explored.The policy coordination mode of China's export industrial structure is optimized in order to provide some reference and reference for the policy selection of China's export industrial structure upgrading,coordination of trade development and environmental protection.Specifically,the research contents of this paper include the following parts:Chapter one: introduction.In the beginning of the article,the background and significance of this study,the status of the research on this topic at home and abroad,and the contents,methods and possible innovations and shortcomings of the research are explained.The second chapter: China's environmental pollution status analysis and industrial classification.The data of China's overall pollutant emission trend is analyzed,and the distribution of pollution industry in China is analyzed according to the data of the total output value,total export,pollution discharge,pollutant discharge intensity,and the guide to disclosure of environmental information of listed companies published by the Ministry of environmental protection.Finally,it defines in detail what is the optimization of China's export industrial structure from the perspective of pollution aversion.The third chapter: the construction of CGE model of trade and environment policy for optimizing export industrial structure.According to the needs of this study,the core equations of the CGE model of trade and environment policy,including the R&D subsidy and environmental tax,are constructed on the basis of the optimal behavior theory of microindividuals,and the macro closure method is selected.Then we establish the basic data structure of the CGE model,that is,using the Chinese input-output table and all kinds of statistical data,the 2012 Chinese social accounting matrix containing 17 production departments is drawn.The basis of the industrial classification is explained in detail,and the data sources of the accounts of the social accounting matrix are clarifying.Finally,the various equations of the CGE model are made.The elastic parameters in this method are calibrated by reference to relevant literature.The fourth chapter: Trade and environmental policy simulation and result analysis.The effects of a single R&D subsidy,a single environment tax and the coordination role of environmental tax and R&D subsidy on the export industrial structure,gross national product,total export,pollution emission and so on were simulated,and the results were simulated and analyzed.The fifth chapter: conclusions and policy recommendations.The full text is summarized in detail and practical policy recommendations are given.The basic research conclusions of this paper are as follows:First,a single R&D subsidy can have an optimal effect on the export industrial structure,and will have a positive effect on GDP,total export,total import,and residents' income due to the reduction of production costs.But it has increased the output of various production sectors,and the increase of production has increased the discharge of pollutants.Two,a single environmental tax can also optimize the export industry structure,and have some effect of pollution reduction,but it will have a negative impact on the macro-economy,GDP will be reduced,the total export,total import,and residents' income will also be reduced.Three,when the environmental tax and R&D subsidies coordinate the role,we can harvest a multi-win effect: while promoting economic growth,we can maximize pollution reduction,and the export of pollution industry in the total export ratio is smaller,that is,the export industrial structure is more optimized.Therefore,under the background of environmental tax in January 1,2018,the government should begin to increase the expropriation as soon as possible,and consider the use of the R&D subsidy policy to cooperate with it,to suppress the pollution industry,to promote the development of the clean industry and to optimize the export industry structure.So as to promote the current structural reform of the supply side of the country,adjust the industrial structure from the production side,stimulate the innovative behavior of the enterprise,and encourage the Chinese economy to form a virtuous circle,so that it can move from the high energy consumption,high pollution to the intensive economic development to the intensive economic development,and to develop the green economy.The road to sustainable development.
