Research On The Reform Path Of Gansu Metallurgical Nonferrous Industry Association Of Multi-center Governance Perspective

In recent years,with the deepening of government function reform and the constant innovation of government governance theory,the reform of trade association has become a hot issue of social concern.From the " social management" of the 18 th national congress to the " social governance" of the 19 th national congress of the communist party of China,the Chinese government has been more comprehensive in the reform practice and theoretical understanding of the trade association.According to the reform timetable,when the reform of the trade associations in other parts of the country basically came to an end,the reform of the Gansu Provincial Industry Association still remained more than ten years ago.This dissertation takes Gansu metallurgical nonferrous industry association as the research object,using the method of literature research,historical analysis,classification research,case studies,to comb the relevant theory of the trade association,and elaborate the relevant theory in the practice of reforming the local non-ferrous metal industry associations in China.From the perspective of multi-center public governance,this dissertation focuses on the characteristics,causes and problems of the operation mode of Gansu Nonferrous Metals Nonferrous Industrial Association,and then puts forward suggestions on the reform path and countermeasures of Gansu Nonferrous Metals Nonferrous Industrial Association.Through this research,we can see that the choice of operation mode of local non-ferrous metal industry association in china,should match with the local government and regional market.,and be affected by the endowment of local non-ferrous metals resources.According to the requirements of the Chinese government on the reform policies of the trade associations,it is an inevitable trend and a final goal for the development of trade associations to construct "social organizations that are established according to law,hold meetings autonomously,serve on the basis of their own affairs,regulate their own operations,and exercise self-discipline." Due to the special conditions of the province and the special conditions of business,Gansu Metallurgical Nonferrous Industrial Association can not simply apply the operation mode of other trade associations or reform in one step,and needs to base itself on the governance level of Gansu Provincial Government and the maturity level of non-ferrous metals of Gansu Province Market,promoting reform in three stages.At different historical stages,we should correctly handle the relationship among the three main bodies of "government-association-enterprise" and form an effective interaction among the government,the market and the association so as to realize the complementary advantages of the three functions,to play the combined effect of the three brought about by governance.
