Research On PPP Operational Mechanism And Regulatory Strategy

At present,Chinese demand for urban infrastructure is increasing with the rapid development of economy.And the scale of local government debt is gradually increasing,relying only on the state financial subsidies and other way is hard to fill the funding gap.Public-private partnership model(PPP model)become one of the important method to solve the problem of the current government finances,through the PPP mode to improve the state-owned capital use efficiency,promote the reform of government accounting,at the same time,in cooperation with social capital in the transformation government function,the government supervisors from project to project management,so as to better play the advantages of the government and the social capital itself,further improve the efficiency of municipal public utilities,yet the PPP project specific operations and how to choose? How does the government conduct scientific and effective supervision of PPP projects? These questions need to be further discussed and explored.This paper uses various methods such as literature analysis and case analysis to demonstrate and analyze the above problems.First of all,many scholars and experts have sorted out and commented the relevant researches of PPP model.Secondly,for the PPP operation related theoretical basis and relevant theory for further introduces the PPP government regulation,once again,the analysis of the PPP project background system both at home and abroad and the development status and some problems existing in the PPP mode in our country at present;HK,and then through the carding process and regulation methods in this paper,the PPP project,put forward on the project summary and analysis,finally combining foreign related system and regulatory strategy to put forward countermeasures and Suggestions to further perfect our country the PPP project processes and system requirements,reduce the PPP project risk,improve the efficiency of municipal public utilities and quality.Through the study in this paper,the conclusion mainly embodied in: the PPP model for BOT model(for example)generally include project identification,project preparation,project procurement,project implementation,project over five stages,each stage but also the more complex process,the government through a variety of regulatory policy at various stages of project management and control,so as to improve the efficiency of state-owned capital.However,due to various reasons,there are still many kinds of project risk problems such as project default and project delay.In this article,through draw lessons from foreign advanced system of PPP put forward four countermeasures,including SPV nature of the project company to non-profit,government within the whole life cycle of project operation has the ownership of the project company,namely from BOT to BTO,build perfect PPP special government departments and establish relevant legal system,gradually consummates our country capital market and financial system.It is hoped to provide some references for future PPP model research.Shortage of this paper lies in the field to participate in the content of the project is limited,access to information is insufficient,the understanding of the PPP project specific process is still inadequate,and the PPP project construction has just completed stage,the conclusion has certain subjectivity and theoretical.
