An Emprical Analysis Of The Expansion Of Public Expenditure By Local Governments

As an important part of government economic activities,the public expenditure of local governments has a direct influence on the administration efficiency of government and effective provision of public goods,which is the concern of scholars in recent years.At present,Fujian province is in the transition period of market economy,but all over the city economic developed imbalance,faced with huge fiscal deficit pressure,the expansion of fiscal expenditure and so on.So study the expansion of public expenditure of local government in Fujian province to optimize the structure of public expenditure is a great practical significance to promote the public expenditure efficiency of the municipal government in Fujian province.In order to study the situation and reason of the public expenditure expansion of local government in Fujian province,firstly,the article analyzes the current situation of the public expenditure expansion in Fujian Province from three aspects of scale change,structure change and regional change.The data indicates that the implementation of fiscal decentralization reform and the transformation of government function in scale accelerate the expansion trend of the public expenditure scale of local government;the structure of local government public expenditure more and more to education,health and other areas of livelihood,capital expenditure,administrative expenses in the proportion of public expenditure is decreasing,This shows that the local government has begun to weaken the role of market participants,and constantly strengthen their public service functions,gradually from the "economic construction-oriented government" to "public service-oriented government" change,regional factors endowment,geographical difference,The regional unbalanced development strategy and the imperfect transfer payment system have led to the enlargement of the regional public service.On this basis,the article uses the econometric model to further study the influence factors which affect the public expenditure expansion of local government,the empirical results show that: the influence of the fiscal revenue level on government public expenditure is obviously positive,which is higher than other explanatory variables;the influence of economic development level on local government public expenditure is positive,The influence coefficient of Ningde and Nanping is the highest;the influence of urbanization on the public expenditure of local government is not significant,but the influence of urbanization of Fuzhou,Xiamen and Quanzhou on the public expenditure of local government is obviously negative;the influence of economic openness on government public expenditure is not significant,among which,The economic openness of Fuzhou and Xiamen is negatively correlated with government public expenditure,and the degree of economic openness of Longyan is positively correlated with government public expenditure.The average wage of state-owned workers in Fujian province has a positive effect on government public expenditure,and the influence coefficient of Fuzhou and Quanzhou is the highest.Based on the above conclusions,it is suggested that the local governments should further improve the public finance system,improve the efficiency of capital use,increase the degree of economic openness,optimize the structure of public expenditure,accelerate the process of urbanization,form the industrial agglomeration effect,strengthen the supervision of financial funds and improve the transparency of fiscal expenditure.To control the growth rate of civil servants reasonably and establish the civil Servant performance evaluation system.
