| In recent years,China has achieved fruitful results in economic development,but it is still faced with many livelihood issues related to public welfare,such as "overheated real estate market","low proportion of rural public service investment" and so on.The "dismal performance" in the field of people’s livelihood security highlights the lack of proper understanding of the role local governments should play.This lack of understanding also prompts people to think about how local governments should recognize their role in the process of economic development and marketization,Find out the internal correlation between the role of local government and the expenditure preference of local government,Thus better promote the balanced development of local economy and society.In terms of the role of local government,from the perspective of the administrative function of government,its role can be roughly divided into two kinds:the first is "agents" of economic development in the economic function,the autonomy of local government on economic affairs,and political advancement on the restriction of the central government,local government economic decentralization and political centralization,eventually form a resultant force local governments tend to cater to the central policy goal development decision-making,eventually lead to some local government only attaches great importance to the infrastructure construction in order to develop the economy.The second is "public service provider".As the entrusting party of local public interest,local government should be responsible for the realization of public interest.For local governments,the key to accurate and comprehensive cognition of the role of local governments lies in whether they can accurately recognize the role they play and whether they can effectively unify the cognition of various roles.In terms of local government’s preference for public expenditure,local governments often face a variety of expenditure problems.However,local governments are very limited in public resources such as financial resources,human resources and information,so there is a competitive relationship between the allocation of public resources in different expenditure items,that is,there is a preference for expenditure.There are various reasons for the formation of expenditure preference,such as institutional factors,personal factors of leaders,environmental differences in different places,etc.However,this paper will mainly discuss theinfluence of the cognitive factors of the role of local government on the expenditure preference of local government.This paper divides the process of the influence of the role cognition of local government on the expenditure preference of local government into three stages: the analysis of the actual situation faced by local government--the status of the role cognition of local government--the orientation of the behavior preference of local government.For awareness and understanding of the role of local government in this article,we will from "economy development" and "public service" the two functions of the government set out to explore the cognitive status of the government’s role,and the role of cognitive activity mechanism for logical basis,then each role cognition respectively the influence of factors on the corresponding expenses preference process analysis. |
