Urbanization and food security are two important factors to support the growing population of high living standards.The development of urbanization in China occupy a large amount of farm land around the city.Achieving food security is an important guarantee for people's livelihood,It also requires quality farmland as a support.To balance the demand for land use and supplement the loss of farmland due to urbanization.China implements the Requisition-Compensation Balance policy to ensure that the amount of farmland does not decrease.The simple quantity-based policy fails to considers all the implementation effects when it is formulated,and fails to combine quality and ecology to protect farmland.This study is based on the perspective of grain production.Obtain data on the use of farmland by spatial analysis method.Reveal the effects of the quantity,quality,and ecological protection of cultivated land,and to explore the respond to the realize higher grain productivity in the future.From 1990 to 2010,the quantity-based farmland protection played a protective role in maintaining the amount of farmland in China.The grain production capacity also increased due to the increase in planting area.However,disadvantages gradually emerged,like fiscal profligacy and ecological resources are damaged.Achieving food security can also be a very effective tool not only by increasing planting area but also increasing food productivity.From 1990 to 2010,about 2/3 provinces'farmland fragmentation in China have increased.In the hilly areas,the average slope of the increased farmland is higher than that of the decreased farmland,while the northwestern areas where there are more grasslands and the wetlands areas perform inversely.In 2000-2010,the total Soil Organic Carbon(SOC)of farmland in the country decreased,and the decline of farmland SOC in 2005-2010 is particularly noticeable.Through the analysis of the three quantitative indicators of fragmentation,slope and SOC,it shows that the farmland protection policy has a certain guarantee effect on the total grain output,due to the low yield of supplementary farmland,it will reduce the average production capacity of the country's cultivated land.The ultimate goal of farmland protection has not been fully realized.In the long run,in order to achieve sustainable food security and protect high-quality farmland,protection policies and specific measures need to be formulated in relation to the quantity,quality,and ecology of farmland.At present,China has mature technologies for improving the quality of farmland.The calculation shows that the economic cost of primary farmland construction is lower than the Requisition-Compensation Balance policy.It is estimated that the economic cost of primary farmland construction is lower than the Requisition-Compensation Balance Policy,and the grain yield of farmland after quality improvement is 100 Kg/mu higher than that of supplementary farmland.What's more,the improvement of farmland quality can also save land,reduce the destruction of natural ecological land,and release appropriate land to ensure land demand of urbanization,achieve sustainable use of resources and ensure ecological security.It is suggested that more resources and energy be transferred to the construction of primary farmland and high-standard farmland,release more land for urban development.In the future,it is necessary to strengthen the policy of dominating the ecological protection of farmland,reduce the destruction of ecological land to ensure food security and ecological security.Ensure food security and ecological security,and solve China's development dilemma.
