Purpose of the research:The paper integrated a variety of natural and man-made factors in the evaluation system, carry out the evaluation of basic farmland fragmentation in Huzhou City from aspects of area fragmentation, shape fragmentation, distribution fragmentation and ownership fragmentation, and put forward the policy advice for land use and basic farmland scale management.Method of the research:First, This article select area fragmentation, shape fragmentation, distribution fragmentation and ownership fragmentation as first grade assessment indicator, and another13second grade assessment indicators, and build the evaluation system with entropy weight method. And then, take use of global Moran’s I index and Local Getis’G index to search the spatial agglomeration of4first grade assessment indicators and the Composite score.Finally, divide basic farmland into4areas by using4first grade indicators in hierarchical clustering method which can provide provide reference for policy forming.The study results showed that:(1) The area of high farmland fragmentation degree are mainly located in the west of Anji County and the west of Changxing County; the area of low farmland fragmentation degree are mainly located in Nanxun County and the east of Deqing County; the farmland fragmentation degree of Wuxing District is mostly above average level. In all counties of Huzhou City, Nanxun District’s average townships fragmentation degree is the lowest, followed with Deqing County, Changxing County, Wuxing District, Anji County’s average townships fragmentation degree is the highest. Hanggai town, located in the western of Anji County has the highest farmland fragmentation degree in Huzhou City, and Xilong town, located in the northeast of Anji County has the lowest farmland fragmentation degree in Huzhou City.(2) The order of Moran’s I index (a global autocorrelation analysis index) of arable land fragmentation of every county in Huzhou City show that:In the four types of farmland fragmentation of Huzhou City, the shape farmland fragmentation have the highest level of concentration,followed by distribution farmland fragmentation and area farmland fragmentation, the concentration degree of ownership farmland fragmentation is the lowest.Local Getis’G index space autocorrelation analysis shows that:The spatial distribution of farmland fragmentation degree in Huzhou City is high on the west-north and low on the east-south, overall fragmentation degree high value are located mainly in the west of Anji County and the west of Changxing County; fragmentation degree low value are mainly located in the east of Deqing County and the southwest of Nanxun County. For the area fragmentation degree, the low-value clustering area are mainly located in the northeast of Anji County, the east of Deqing County and the south of Nanxun County, the high-value clustering area are mainly located in the northwest corner of Changxing and the center and the north of Wuxing District. For the shape fragmentation degree, the low-value clustering area are mainly located in the east of Wuxing District, the west of Nanxun County and the east of Deqing County; the high-value clustering area is almost entire Anji County. For the distribution fragmentation degree, the low-value clustering area are mainly located in the east of Wuxing District, the west of Nanxun County and the east of Deqing County; the high-value clustering area is almost entire Anji County. For the distribution fragmentation degree, the low-value clustering area are mainly located in the east of Wuxing District, east of Deqing County and the west of Nanxun County; the high-value clustering area is mainly located in the southwest of Anji County a. For the ownership fragmentation degree, the low-value clustering areas are mainly located in the east of Deqing County; the high-value clustering area is mainly located in the west of Changxing County and the west of Anji County.(3) The strategy for Huzhou City to develop plans for land use and farmland scale management should be based on every county’s developing orientation and extent farmland fragmentation.
