The construction of High-standard basic farmland is a systematic project based on the national food security strategy.It has the characteristics of large investment,high technical requirements,wide range of coverage,and low effectiveness compared with land consolidation.The construction of High-standard basic farmland is directly related to the implementation of such strategies as the development of modern agriculture,food security and“Rural revitalization”.Therefore,It is of great significance to evaluate the effectiveness of High-standard basic farmland project construction.For this reason,the study selected Chongqing High-standard basic farmland construction demonstration area-Dianjiang as the research area.According to overall thinking of“First evaluation-Re diagnosis-Post arrangement”.Firstly,the project construction situation in the selected project area will supported by questionnaire survey and on-site investigations,combined with relevant departmental project planning papers,as-built drawings and other documents for macroscopic understanding.Then,with the help of graphical data(2012 and 2015),statistical data(2016),field survey data,LESA model,Obstacle degree model,Variation coefficient method,and Particle swarm optimization projection pursuit model,to evaluate the construction achievements and diagnosis construction factors of High-standard basic farmland.Finally,the paper studies the future construction sequence of High-standard basic farmland and draw the following conclusions:(1)The construction of High-standard basic farmland has achieved remarkable results.The cultivated land is increased by 751.11hm~2,with the increase of 329.39hm~2in dry land.the most obvious in paddy field,with an increase of 421.177hm~2,accounting for 0.28%of the total area.The area of Ridge decreased by 46.01hm~2 and0.03%due to the consolidation of farmland ridge.The road area increased by90.09hm~2 due to repairs and laying,an increase of 0.06%.Construction land was reduced by 745.41hm~2,or 0.49%,as a result of development and homestead reclamation.The water area and forest area increased by 16.17hm~2 and 105.40hm~2,respectively,accounting for 0.01%and 0.07%respectively.Other land types decreased by 171.21hm~2 due to development,accounting for a drop of 0.11%.(2)By the end of 2015,the 12th five-year plan of the construction of High standard basic farmland work completion.The single-index evaluation results show that,compared with the pre-construction,the contiguous degree of arable land in the state of farmland formation is increased by 13.56%,the arable land fragmentation degree is significantly discrete,and the high value area appears in the Hedataidi area;The road accessibility of agricultural production conditions increased by 25%and the spatial dispersion increased slightly.The spatial variability of road hardening rate has increased,and the distribution was still in the middle high and low at both ends.The irrigation guarantee rate has improved significantly,and the density of the ditch increased significantly.The spatial distribution is closely related to the site conditions in the south.The vegetation coverage of farmland ecological environment is high in the southern Hedatai area before and after the construction,and the spatial distribution is still significantly discrete.The thickness of the soil layer increased significantly,and the spatial distribution pattern was comparable to road accessibility.The degree of multi-subject satisfaction was greater for peasant individuals,company companies,and the average annual additional income for farmers,especially in southern hedatai area.The satisfaction of different business entities is relatively high,and different industrial structures in North and South resulted in different benefits for farmers.(3)The results of comprehensive construction show that the area of Grade I effectiveness area reached 758.54hm~2,accounting for 53.27%.It is mainly distributed in Guixi Street and the township resident of the county seat with superior traffic conditions and good site conditions.and the area is in a planar shape.The evaluation results of multi-subject satisfaction and agricultural production conditions have been most prominent,and the dimensions of farmland ecological environment and the evaluation of farmland grading have attracted attention;The evaluation value of the Grade II effectiveness area was overall higher with an area of 535.66 hm~2,accounting for 37.62%.It is mainly distributed in Baijia Town and Yantai Town in the south and in the middle of Wudong and Dashi Town in the central part of the country.They are clustered and distributed point-by-point.The projected values of the four dimensions sub-objects are also matched.This area is the highlight of the project construction achievements;The level III construction results relatively ineffective,with an area of129.81hm~2,accounting for only 9.12%.It is mainly concentrated in and around the valleys in the northern part of the Mingyue and Nanhua mountain.It also has sporadic distribution in the south,showing a planar distribution.The projection values obtained from the four dimensions of sub-targets are also relatively low.(4)The results of Obstacle degree model show that the multi-subject satisfaction level has the highest degree of obstruction,which is 47.60%,followed by the conditions of agricultural production conditions,the obstacle degree is 37.48%,The smallest is the dimension of farmland leveling,with only 24.64%obstacle.and the farmland ecological environment The degree of dimensional disability is 25.33%.The results of single index obstacle degree show that the average obstacle degree of individual satisfaction index of farmers is the largest,up to 76.49%.Farmers are the ultimate beneficiaries of high standard basic farmland project construction.Different regions have different industrial development orientations,farmers have different requirements for project implementation,and farmers'satisfaction is the most important factor affecting project implementation.The minimum indicator of mean obstacle degree is the vegetation coverage rate.The minimum index of average obstacle degree is vegetation coverage.The economic benefit of farmers is the first consideration.The ecological landscape benefit is placed in the secondary position.vegetation coverage becomes the minimum indicator of obstacles.(5)High-standard basic farmland construction sequence results display,the area of recent construction(Basically having districts)is 7310.55hm~2,accounting for 51.59%.The medium-term construction(Slightly modified area)area is 4001.87hm~2,accounting for 28.27%.The area of long-term construction(Full remediation area)was2852.59 hm~2,accounting for 20.14%.The recent construction areas are mainly located in the lower edge of Mingyue Mountain,Nanhua Mountain,and the central county resident of the central in county town,it's a“horizontal T”distribution.It is proposed to build from 2018 to 2020,mainly to improve infrastructure,drainage and irrigation conditions,and to build basic farmland with high yield and stable production.The medium-term construction area is mainly distributed in the“two mountains”area,and is in a“dual-core”distribution.It is recommended that construction be carried out from2021 to 2025,mainly to improve the natural quality of cultivated land,adjust the traditional agricultural structure,and build basic farmland that is suitable for High standards due to land use.The long-term construction area is mainly distributed in the Hedatai area and Huangcao mountain area,and is in the form of a“single-core”distribution.It is suggested that the construction of 2026-2035 should be combined with industrial planning,to develop ecological agriculture and giving full play to the advantages of the ecological.For the construction of High standard basic farmland,regional characteristics should be taken into consideration.Under the guidance of national and local policies,opinions of all parties should be widely heard,and local evaluation should be carried out in an orderly way to carry out differentiated evaluation and characteristic construction.
